Verizon reverses on $2 fee for one-time payments (AP)

NEW YORK ? After a customer backlash, Verizon Wireless on Friday dropped a plan to start charging $2 for every payment subscribers make over the phone or online with their credit or debit cards.

In a statement on its website Friday, the company said "customer feedback" prompted the decision to drop the "convenience fee" it wanted to introduce on Jan. 15.

Verizon wanted to steer people to electronic check payments, which are cheaper, and automatic credit card payments, which are more reliable.

A petition on Change.org against the fees had gathered more than 57,000 names by Friday afternoon, a day after Verizon, the country's largest cellphone company, announced the fees.

Payment processors for power companies usually charge "convenience fees" of up to $5 for every payment made by phone or online, but cellphone companies haven't taken the step yet. The furor against Verizon hints that they may have to wait further.

Verizon Wireless serves 91 million phones and other devices on accounts that pay the company directly, and more who pay indirectly through other companies. It's a joint venture of Verizon Communications Inc. of New York and Vodafone Group PLC of Britain.

Community Members Help Tulsa Food Bank Fight Hunger

TULSA, Oklahoma -

The New Year will usher in a big change for the Community Food Bank of Eastern Oklahoma. After 21 years at the helm, Sara Waggoner is moving on. News on Six Anchor Terry Hood sat down with her and found out she's left a final gift for the community.

"Sometimes it's real exciting, because I'm looking forward to some new challenges. But most of the time it's still pretty sad," Waggoner said.

Sara Waggoner never imagined her time in Tulsa would stretch to 21 years. And she never imagined how much would be accomplished in those two decades.

In 1990, the Food Bank had eight employees and distributed about three million pounds of food. Now, there's a new building, 48 employees, thousands of volunteers, and last year, the food distribution was just shy of 17 million pounds.

But beyond the numbers, Waggoner says the people receiving the food have changed, too.

"There were hardly any families that we ever saw in the emergency program. And now, 42 percent of the people are kids. The vast majority are families," Waggoner said.

Those aren't national statistics. That's happening right here in eastern Oklahoma. In fact, we're now tied with Arkansas as the hungriest state in the union, despite a relatively low unemployment rate.

"You're right. Our unemployment rate is lower than the national average. It's pay. It's the amount of money people make versus what it takes to be self-sufficient," Waggoner said.

Waggoner believes that's why the work of the food bank is more crucial than ever. It's a service that fills stomachs and opens possibilities.

"If we can give them food from our emergency pantry, then they can go to the doctor. They can get gas in the car to go to work. They can pay the utility bill," Waggoner said.

But the challenge became even greater this year. Federal subsidiaries and private donations were down, food prices were up.

So Waggoner rallied her troops one last time, appealing to the community for emergency help.

It worked.

"So in one quarter, by just going out and working hard and asking people to dig a little deeper, we're looking at three million pounds more than we were at three months ago. And that makes me happy," Waggoner said.

94% Hugo

"Hugo" is magic; the kind of tender, heartfelt magic that just doesn't inhabit any modern films these days. It's one of the most pure and cleansing cinematic experiences in memory. Though it is unlike anything the master has helmed before... it's pure Scorsese.Though "Hugo" has been billed and advertised as a children's film, it's deliberate pace and meticulous craft and attention to detail will appeal to older viewers. It's rich visuals and stunning cinematography and art direction will astound. Children might enjoy the adventure and the great young leads, but most of the themes and plot will go over their heads. They definitely will love the 3D, but so will adults. It's the best use of the format since "Avatar," and in ways surpasses that film with straight ambition. This was a very personal film for Scorsese and it shows in nearly every frame. It's a film of two parts; the studied seclusion of the title character Hugo, and later an homage to the earliest moments in cinema, subtlety advocating the importance of film preservation. Those are all things that Scorsese knows much about. We see why he was the perfect fit for this material.But when a film revolves almost entirely around a youth character, casting can be a make or break situation. This calls for actors well beyond their years. Asa Butterfield (The Boy in the Striped Pajamas) is not only stellar and believable; he give one of the most impressive and expressive child performances ever. The emotion he is able to convey (without dialogue even) is staggering. Also brilliant is Ben Kingsley who is sure to nab a wealth of nominations at years end. Chloe Moretz, Sacha Baron Cohen, Christopher Lee, Helen McCrory, and Emily Mortimer (along with many others) round out a strong and layered ensemble.As mentioned above, the film deals with film preservation. One of the film's greatest, most unforgettable treats is the recreation of early landmark moments in cinema... specifically the films of Georges Melies (who is played by Kingsley in the film). These sequences are charming and frankly incredible feats. They are also in 3D which in itself is one of the great uses of the format.Like any Scorsese picture, his unrivaled directorial prowless is the real star of the show. As expected, he continues to innovate, leave his comfort zone, and redefine himself as a filmmaker. It's safe to say no other film looks and feels like this. It's safe to say there is no greater living filmmaker.This film deserves your attention. This is a brilliant piece of entertainment and filmmaking that bleeds passion and ranks with Scorsese's best. I'm not saying that lightly, but I will say this; if you're willing to skip "Hugo," be prepared to skip one of this decade's finest features.

Facebook and Greenpeace Clean Renewable Energy Mission

As a result of 20 months campaign by Greenpeace, the giant social networking site, Facebook has agreed to reduce dependence on coal-fired power. Hence, it is ready to switch on supporting renewable energy for its all new data centres.

Such a wise step is taken after an initiative by more than 700,000 people, who poked Facebook to join the campaign with Greenpeace in order to fight against climate change by powering its mammoth server farms with total renewable energy. This is a giant footstep in conserving environment because the data centres of companies such as Apple, Facebook, IBM, Microsoft and Twitter use up to 2% of the USA?s overall energy, which will grow up to 12% each year.

According to the Greenpeace, the company?s servers are totally dependent on coal fired power stations for the electricity generation, which is one of the fifth largest sources of energy and a giant contributor of greenhouse gas pollution in the world.

Tzeporah Berman, Co-director of Greenpeace?s Climate and Energy Program said: ?Greenpeace and Facebook will now work together to encourage major energy producers to move away from coal and instead invest in renewable energy. This move sets an example for the industry to follow.?

Facebook announced that coal will be its power source for the time being, but it will maximize its reliance on clean renewable energy for all upcoming data centres. The company added that it is striving hard to continue research on clean energy solutions as well as energy efficiency. It further justified that the company believes on the open sharing of the technology by the Open Compute Project ? a free and open foundation aimed at driving down the cost of computer hardware technology through energy efficiency.

With such a wonderful prospect, Facebook is looking forward to encourage other IT companies to favour clean renewable energy. In fact, Facebook said that its new Menlo Park facility in California will have a solar cogeneration array installed on the roof of the campus fitness centre.

The latest round of gusty winds to hit California toppled trucks and trees and fanned a small brush fire on Thursday.

Gusts of Santa Ana winds topped 70 mph in the San Gabriel Mountains north of Los Angeles, but by midafternoon the region had escaped without a repeat of the millions of dollars of damage and huge blackouts caused by hurricane-force blasts three weeks earlier.

The brush fire was reported in a rural foothill canyon area near Santa Paula, said Ventura County fire Capt. Ron Oatman.

The blaze, believed to have started in a grove of avocado trees, spread across 12 to 15 acres but was not threatening any homes, he said. Several fire trucks and bulldozers were dispatched.

The National Weather Service said the Santa Anas, generated by a strong high-pressure system over the Great Basin, would continue through today in Southern California, but no "red flag" warnings for fire danger would be issued because fuel conditions were not at critical levels.

Gusts faster than 70 mph were recorded at Warm Springs and Chilao in the Angeles National Forest.

Several tractor-trailers blew over on wind-prone routes in the inland region east of Los Angeles and video cameras recorded a huge tree in Glendale losing its hold on the earth and collapsing across a street. Another tree fell on a residential building in Santa Ana, KCAL Channel 9 reported.

Weather was also blustery in other parts of California.

During a Nov. 30 Southern California windstorm with gusts approaching 100 mph, trees were toppled, power poles and traffic light standards snapped, homes and cars were damaged, and electricity was cut to nearly 650,000 homes and business.

Most of that damage occurred east of Los Angeles in the San Gabriel Valley. No injuries were reported amid the blizzard of flying debris, but some homes lost power for a week, triggering complaints against utilities.

On Thursday, work crews were on standby in Pasadena, where the last windstorm covered nearly all of the 325 miles of city streets in debris that still is being cleared.

"It's a big, big job," city spokeswoman Ann Erdman said. "It's slow and steady. Crews continue to work night and day getting it done."

By early afternoon no damage had been reported.

"We're anticipating some gusts from time to time in Pasadena but they absolutely will not even begin to hold a candle to what happened here three weeks ago," Erdman said.

Still, she added, "we do encourage all our residents to be prepared, batten down the hatches."

Holiday showdown over payroll tax tests Obama, GOP

WASHINGTON (AP) ? Stuck in a stalemate, President Barack Obama and his Republican rivals are slugging it out in Washington rather than reaching for a holiday season accord to prevent payroll taxes from going up on 160 million workers.

The tax increases, as well as cuts to Medicare doctors' fees and a lapse in jobless benefits, are due Jan. 1. They are looming even though Democrats and Republicans agree that they shouldn't happen. Instead of stopping them, the factions have painted themselves into a corner.

House Republicans are demanding that the Senate join negotiations to produce an agreement within days; Senate Democrats insist no talks will take place before the House approves a stopgap measure to buy more time.

A House vote Tuesday scuttled a bipartisan Senate deal for a two-month extension of all three policies: the payroll tax cuts, jobless benefits and Medicare fees.

After the House killed the Senate measure on a 229-193 vote, Obama signaled he'll use his presidential megaphone to try to force Republicans controlling the House into submission.

"Now let's be clear," Obama said at the White House. "The bipartisan compromise that was reached on Saturday is the only viable way to prevent a tax hike on Jan. 1. The only one."

The Obama campaign promptly took to Twitter and Facebook to fight it out. With their candidate's poll numbers rising, Democratic operatives seemed almost giddy at the prospect of a prolonged battle.

Republican lawmakers relished the battle as well, though some of them are too inexperienced to know that presidents ? regardless of party ? usually win such high-profile fights, like President Bill Clinton did over a 1995-96 government shutdown or President George W. Bush did in skirmishes on anti-terror policies.

House Republicans instead rallied around a plan passed last week that would have extended the payroll tax cut for one year. But that version also contained spending cuts opposed by Democrats and tighter rules for jobless benefits.

If legislation isn't passed by New Year's Day, payroll taxes will go up by almost $20 a week for a worker making a $50,000 salary. Almost 2 million people could lose unemployment benefits as well, and doctors would bear big cuts in Medicare payments.

Whatever the stakes, there was little indication that Republicans would get their wish for negotiations with the Senate any time soon. Senate Majority Leader Harry Reid, D-Nev., issued a statement saying he would be happy to resume talks on a yearlong measure ? "but not before" the House ratifies the two-month bill and sends it to Obama for his signature.

Given Obama's remarks and Reid's refusal to negotiate, it was unclear what leverage Republicans had in the year-end standoff. It appeared likely the partisan disagreement could easily persist past Christmas and into the final week of the year.

A little-noticed element of the brawl was that the House-Senate parliamentary situation, which can be a critical factor, is all messed up. The Senate adjourned Saturday until Jan. 23 except for so-called pro forma sessions in which legislative business ? like responding to the House moves ? is basically impossible unless all 100 senators agree. That's never a sure thing.

The standoff was sowing confusion among business executives, who were running out of time to adapt to any new payroll tax regimen. Even the Senate's proposed two-month extension was creating headaches because it contained a two-tiered system geared to ensuring that higher-income earners paid a higher rate on some of their wages, according to a trade group.

"There's not time enough to do that in an orderly fashion," said Pete A. Isberg, president of the National Payroll Reporting Consortium trade group. "We're two weeks away from 2012." He wrote a letter to congressional leaders this week warning that the Senate bill "could create substantial problems, confusion and costs."

Meanwhile, Medicare announced Tuesday that, as it has in the past when doctors' reimbursements have been cut through congressional inaction, it would withhold physicians' payments for two weeks in January to avoid passing on a 27 percent cut in Medicare fees. The hope is that the problem gets fixed by then.

Reading entries to the Bluetooth SIG for device certification can be a frustrating activity. They're generally void of any telling detail aside from the device's model number, and they rarely give any insight into what we can expect from the upcoming product. The Sony Ericsson LT28at, a handset we haven't seen or heard from before, decided to be a little different and use the opportunity to get a little pre-CES scoop. The LT28a -- not to be confused with the LT26i (Nozomi), a rumored handset with a 4.3-inch HD screen and 12MP camera -- claims to offer LTE, a 720p HD Reality display, 13MP rear camera with an LED flash and a front-facing cam capable of taking 720p HD video, and is said to take the Xperia lineup into "superphone territory." Sounds nice, but we have a feeling the land will be populated by hostile forces of all kinds at CES, so we hope they're prepared.

Czechs, world leaders mourn Vaclav Havel (AP)

PRAGUE ? Thousands of Czechs paid tribute to Vaclav Havel on Sunday, braving cold and snow at the spot where the leader of the peaceful anti-communist revolution rallied protesters.

Mourners, some of them too young to remember 1989's "Velvet Revolution," met at downtown Wenceslas Square, where Havel once spoke before hundreds of thousands of people expressing their outrage at the repressive communist regime.

They jangled their keys to make noise as anti-communist demonstrators did, sang the national anthem and observed a minute of silence for the playwright-turned politician, who died Sunday.

"His legacy will be that 'truth and love must prevail over lies and hatred,'" Havel's former adviser Tomas Sedlacek told the crowd, quoting Havel's revolutionary motto.

Barbora Rubova, born two years after the end of the repressive communist regime, said it was important to show her respect to the man who helped kick off the fall of the Iron Curtain and served as president of Czechoslovakia, and later the Czech Republic.

"He laid foundations of democracy for us all," she said.

A black flag flew over Prague Castle, the presidential seat, while many Czechs stood in line to have a chance to light candles to remember Havel. "Mr. President, thank you for democracy," read a note placed at the monument to the revolution in downtown Prague.

Others visited his villa to lay flowers and light candles. Josef Klik, a 67-year-old, was among the mourners.

"He is an unforgettable person who contributed to the fall of communism," Klik said. "And after that, he remained a moral authority for ordinary people."

Bells tolled from cathedrals and churches across the country at 6 p.m. Prague archbishop Dominik Duka, who spent some time with Havel in a communist prison, said Havel "knew what it meant to lose freedom, be denied dignity, what is repression and imprisonment."

"I am convinced that we all, no matter what our political or religious views are, should pay respect to him and thank him," Duka said.

The Czech government meets Monday to declare a period of official mourning. Havel's body will go on display at the Prague Crossroads, a former church that Havel turned into a space for conferences and artistic events, on Monday and Tuesday and then at Prague Castle on Wednesday and Thursday, officials said.

Czech public television announced it would broadcast Havel's film version of his last play, "Leaving," his directorial debut. Czech public radio said it would play some of the favorite music of the noted rock music fan.

Vaclav Klaus, Havel's political archrival who replaced him as president in 2003, said condolence books will be available for people to sign at the Prague castle the same day.

Klaus called Havel "the symbol of the new era of the Czech state," and Foreign Minister Karel Schwarzenberg added that Havel "returned dignity to the Czech nation."

Tributes poured in from around the world. The founder of the Polish anti-communist Solidarity movement and former president Lech Walesa called Havel "a great fighter for the freedom of nations and for democracy."

President Barack Obama praised Havel for his "peaceful resistance (that) shook the foundations of an empire, exposed the emptiness of a repressive ideology, and proved that moral leadership is more powerful than any weapon."

Havel's funeral may take place on Friday, the local CTK news agency reported. Details are being worked out by the government in coordination with Havel's family.

Romney warms up tepid South Carolina campaign (Reuters)

GREENVILLE, South Carolina (Reuters) ? Republican presidential candidate Mitt Romney warmed up his tepid campaign in South Carolina on Friday with the endorsement of Republican Governor Nikki Haley, winning a key ally for a tough fight.

"We've been hoping for this for a long, long time," Romney said at a campaign event in Greenville with the Tea Party champion Haley standing at his side as he started a two-day tour of the early-voting state.

Romney has been lagging in South Carolina and his backers in the state have been urging him to campaign here more frequently to compete with rival Newt Gingrich, who has been leading in polls of the state's Republicans.

The state is critical on the political calendar. South Carolina holds the first primary in the South on January 21, the third contest, following Iowa on January 3 and New Hampshire on January 10.

While Romney is favored to win New Hampshire, it would be a nightmare scenario for him to lose both Iowa and South Carolina with the winner likely to have important momentum going into the January 31 primary in Florida, which could crown the ultimate nominee.

Romney has had difficulty in appealing to conservatives, particularly those who make up the lion's share of the Republican community in South Carolina. Haley could prove to be a valuable ally.

Haley, an Indian-American, was elected in 2010 as South Carolina's first female governor with the strong backing of Tea Party champion Sarah Palin. Though her popularity has sagged a bit in recent months, her endorsement was still coveted by Republican presidential candidates.

Haley told reporters she believes a spirited campaign of appearances and TV ads would turn around Romney's fortunes in the state. She said South Carolina voters are not concerned about Romney's Mormon religion.

"When it comes to Mormon faith, I will tell you that whatever the person's faith, that's not going to be an issue for my constituents, and the reason I know why is because South Carolina just elected a 38-year old Indian female governor," she said.

She told the crowd she settled on Romney after listening to all the contenders and determining he had the best qualities to be president, including her No. 1 priority: "I didn't want anyone tied to Washington."

Romney, who had campaigned for Haley when she won a come-from-behind victory as governor in 2010, said he hoped to emulate Haley's come-from-behind performance in South Carolina.

"I see every state as a battlefield," Romney said. "There's no place I can look at and say, 'this is going to be easy, I don't need to worry about that.'"

After days of hurling sharp attacks at chief rival Gingrich, Romney renewed his focus again on Democratic President Barack Obama and his leadership of the U.S. economy.

"This is a failed presidency," he said.

Democrats were eager to return fire, seizing on a comment Romney made earlier in the day in Sioux City, Iowa, to workers at a steel plant.

Romney, talking about popular entitlement programs, said until he got into government, "I have to admit I didn't know all the differences" between Medicare, a health insurance program for the elderly, and Medicaid, which helps the poor.

The Democratic National Committee, which is on a daily mission to disrupt Romney's campaign, quickly accused the wealthy former venture capitalist of being out of town with everyday Americans.

"There is not one thing in Mitt Romney's entire history that shows one bit of concern for middle-class Americans," said DNC Chair Debbie Wasserman-Schultz.

Romney told reporters on his plane that he had made a "self-deprecating understatement" and that in his younger days he had done some consulting work for various health care companies.

Insurance for Your Pets

These are crazy days when it comes to health insurance, no doubt, and if I could solve that national dilemma in a blog post then I?d be an overnight billionaire, because it?s a trillion-dollar question with no simple solution.

But have you thought recently about the cost of caring for our nonhuman friends and neighbors? If you have been to a veterinarian lately you know that it is no walk in the park. One woman I know spent more than $5,000 last year on medical bills for her cat. The cat survived, but the woman nearly had a stroke when she got the invoice from the vet?s office.

I have heard about other people whose dogs died after getting hit by cars or diagnosed with cancer, and now those dog lovers are beating themselves up with guilt, thinking they could have done more to save them. By ?I could have done more? they really mean ?perhaps I could have spent more.? Faced with thousands of dollars in treatment at the vet, for example, versus hoping Fido will just dig deep and pull through and live to chase cats another day, some people face a tragic situation. They just cannot afford the medical care for their beloved pets.

The really big expenses when it comes to treating pets include various kinds of cancer, vertebrae disk disease, bloat, ingestion of a foreign object, cataracts, and broken bones. But the list goes on, for procedures and treatment programs that can cost $1,000 and up for these and other conditions. It?s easy to spend $2,000 or more at the drop of a hat. If you have several sick or injured pets in the same year it could multiply rapidly into five-digit annual expenses.

What do people do, especially in this day and age of foreclosures and unemployment? Should they pay for surgery at the vet, hoping it succeeds, and run the risk of defaulting on their mortgage and losing the house their children live in, because they had to pay for pet surgery? But on the other hand you have the kids sitting there crying their eyes out in the vet?s office, praying for someone to do something to help their precious pet. It?s a gut-wrenching situation to be in, and there are no easy answers.

One option, though, is that you can take out a pet insurance policy. These are worth looking into if you own pets, because although they cost money they also have the potential to save you money ? and maybe save the lives of your pets ? just like human health insurance coverage.

These days, medical advancements make it possible to have everything from radiation therapy to kidney transplants for pets. You can get an MRI done on a pet, for example, if you need to get a better look for diagnosis. Sophisticated, important procedures and treatments typically range in price from $1,000 to $5,000. In this country pet lovers spend about $15 billion a year on vet bills. But only about one or two percent of pet owners have veterinary health insurance coverage.

Shop around. Look for policies that are offered by companies that are fully registered with state regulators who oversee the pet insurance industry. Last time I did some research most policies cost in the range of $200 to as high as $1,000 a year depending on the? age of the pet, the type of coverage, and so forth. You can get a low deductible of around $100 or save money on the insurance by accepting a much higher deductible. Study the small print, and be sure to take note of what things are exempted or will not be covered under the policy.

Pet coverage can cost $2,000 to $6,000 over the life of an average pet, however, so if you intend to maintain coverage over the long haul you might be just as well off to put that cash into a pet savings account. If you need vet treatment, tap into that account. If you do not, then let it accumulate as one more savings vehicle that is helping to grow your wealth.

Another way to manage these choices is to insure pets once they reach an age where they are more likely to get sick. You run the risk of something happening when they aren?t yet covered by a policy, of course. So during that time you can revert back to the plan I outlined before ? a health saving account for your pets.

Meanwhile don?t fail to keep your priorities straight. If it?s a choice between saving money for your child?s health and education and your pet?s vet bills, take a long hard look at that. I cannot tell you what to do. It?s your life and your own choice. But I can encourage you to acknowledge that in life we often have to put some priorities ahead of others ? and sometimes we have to put people ahead of pets, even though we love them both.

Even furry friends can get insurance, if it?s worth it to you.

(AP) ? A commercial U.S. satellite company said it has captured a photo of China's first aircraft carrier in the Yellow Sea off the Chinese coast.

DigitalGlobe Inc. said Wednesday one of its satellites photographed the carrier Dec. 8. A DigitalGlobe analyst found the image Tuesday while searching through photos.

Stephen Wood, director of DigitalGlobe's analysis center, said he's confident the ship is the Chinese carrier because of the location and date of the photo. The carrier was on a sea trial at the time.

DigitalGlobe, based in Longmont, Colorado, sells satellite imagery and analysis to clients that include the U.S. military, emergency response agencies and private companies. DigitalGlobe has three orbiting satellites and a fourth is under construction.

The aircraft carrier has generated intense international interest because of what it might portend about China's intentions as a military power.

The former Soviet Union started building the carrier, which it called the Varyag, but never finished it. When the Soviet Union collapsed, it ended up in the hands of Ukraine, a former Soviet republic.

China bought the ship from Ukraine in 1998 and spent years refurbishing it. It had no engines, weaponry or navigation systems when China acquired it.

China has said the carrier is intended for research and training, which has led to speculation that it plans to build future copies.

China initially said little about its plans for the carrier but has been more open in recent years, said Bonnie S. Glaser, a China expert at the Center for Strategic and International Studies.

"It wasn't until the Chinese actually announced they were sending it out on a trial run they admitted, 'Yes, we are actually launching a carrier,'" she said.

China publicly announced two sea trials for the carrier that occurred this year, she said.

The carrier's progress is in line with the U.S. military's expectations, said Cmdr. Leslie Hull-Ryde, a Defense Department spokeswoman.

A Defense Department report to Congress this year said the carrier could become operationally available to the Chinese navy by the end of next year but without aircraft.

"From that point, it will take several additional years before the carrier has an operationally viable air group," Hull-Ryde said in an email.

She declined to comment on the DigitalGlobe photo, saying it was an intelligence matter.

Republicans muscling tax cut bill through House (AP)

WASHINGTON ? Defiant Republicans pushed Tuesday night toward House passage of legislation to extend Social Security payroll tax cuts long sought by President Barack Obama ? but including a much-disputed Canada-to-Texas oil pipeline that sparked a veto threat.

Passage would send the bill to certain demise in the Democratic-controlled Senate, triggering the final partisan showdown of a remarkably quarrelsome year of divided government.

On a long day filled with finger-pointing, House Democrats accused Republicans of protecting "millionaires and billionaires" with their legislation; Senate Majority Leader Harry Reid of Nevada derided the GOP-backed pipeline provision as "ideological candy" for the tea party set and Republicans mocked Obama's objections.

"Mr. President, we can't wait," said House Majority Leader Eric Cantor of Virginia, employing a refrain the White House often uses to criticize Republicans for failing to take steps to improve an economy struggling to recover from the worst recession in decades.

"You can't be for the middle class, you can't be for keeping taxes low, and be against our Middle Class Tax Relief and Job Creation Act," Cantor said.

At its core, the measure did include key parts of the jobs program that Obama asked Congress to approve in September.

The Social Security payroll tax cuts approved a year ago to help stimulate the economy would be extended through 2012, avoiding a loss of take-home income for 160 million Americans. An expiring program of unemployment benefits for the long-term jobless would remain in place, although at reduced levels that the administration said would cut off aid for 3.3 million.

A third major component would avert a threatened 27 percent cut in payments to doctors who treat Medicare patients, a provision Republicans added to appeal to conservatives but one that the White House and Democrats embrace, too.

While the tax and unemployment provisions were less generous than Obama sought, he and Republicans clashed principally over steps to cover the estimated $180 billion cost of the measure, and on the proposed 1,700-mile Keystone XL oil pipeline from Canada through environmentally sensitive terrain in Nebraska to the Texas Gulf Coast.

Obama recently delayed a decision on granting a permit for the pipeline until after the 2012 election.

The payroll tax legislation was one of three major bills that Congress was struggling to finish before adjourning for the year, and by far the most contentious.

A measure covering Pentagon spending was ready for passage, and, separately, negotiators said they were close to a deal on a $1 trillion measure to fund most government agencies through the end of the budget year.

That deal was in limbo, though, with Obama and congressional Democrats using it as leverage to keep House Republicans at the table negotiating a final compromise on the tax and unemployment measure.

It was the final showdown of a year that once brought the government to the brink of a shutdown and also pushed the Treasury to the cusp of a first-ever default.

Those confrontations produced last-minute compromises.

This time, leaders in both parties stressed a desire to renew the unemployment tax cuts and jobless benefits that are at the core of Obama's jobs program.

Obama and most Democrats favor an income surtax on million-dollar earners to pay for extending the Social Security tax cut, but Republicans oppose that, saying it is a violation of their pledge not to raise taxes.

Instead, the House bill called for a one-year pay freeze and higher pension costs for federal workers, higher Medicare costs for seniors over $80,000 in income as well as other items to cover the cost.

Obama's veto message focused on economic issues ? which unite Democrats ? accusing Republicans of putting the burden of paying for the legislation on working families "while giving a free pass to the wealthiest and to big corporations by protecting their loopholes and subsidies."

Republicans drew attention at every turn to the pipeline, which is backed by some lawmakers in the president's party as well as by the blue-collar unions representing plumbers, pipefitters, electricians, carpenters and construction workers.

Estimates of the jobs that would be produced by pipeline construction vary widely but are in the thousands in a time of high national unemployment. The State Department estimated the total at about 6,000; project manager TransCanada put it at 20,000 directly, and Rep. Dave Camp, R-Mich., said in debate on the House floor it was more than 100,000.

Democrats aimed their criticism at the bill's impact on those who would bear the cost.

Rep. Sander Levin of Michigan, the party's senior lawmaker on the Ways and Means Committee, displayed a placard that said "Seniors sacrifice: $31 billion. Federal workers sacrifice: $40 billion. Unemployed Americans sacrifice: $11 billion. Millionaires and billionaires sacrifice: $0."

The bill also "spends $300 million on a special interest provision that helps a handful of specialty hospitals while cutting billions from community hospitals," he said, referring to a part of the measure that will raise federal Medicare payments to doctor-owned hospitals.

Rep. Eliot Engel, a New York Democrat, said he had an open mind about the pipeline but also said it had no legitimate role in the payroll tax bill.

Republicans argued otherwise.

Rep. Fred Upton of Michigan, the chairman of the House Energy and Commerce Committee, said the pipeline's construction would allow Canada to send one million barrels of oil a day into the United States, lessening domestic reliance on imports.

He said Canadian development of a pipeline is a certainty, and lawmakers needed to decide whether they wanted it to end up in the United States or "someplace like China."

As drafted by Republicans, the measure also would block the Environmental Protection Agency from issuing planned rules to limit toxic emissions from industrial boilers. Republicans said the regulation would be a job killer, and 41 Democrats supported an earlier stand-alone measure to prevent the administration from acting.

Other provisions to cover the cost of the legislation would repeal billions from the health care bill that Obama won from Congress last year when both the House and Senate were under Democratic control and from boosting fees that Fannie Mae and Freddie Mac charge banks for backing their mortgages.

Marblehead iPad app inventor hoping for a virtual miracle

Some creative types find their outlet in filmmaking, others novel writing or painting. For Marblehead resident Paul Michaels, he is increasingly gravitating toward the ?app? as his milieu of choice.

The award-winning photographer already has one entry in Apple?s App Store, and now another of his passions is set to take flight on iPads everywhere. But before that can happen, Michaels is facing a race against time to raise the needed funds, which he said has him feeling like he?s living in a movie and hoping for a Christmas miracle.

Michaels? first app, Photo Shootout, gives the user the chance to experience virtually the life of a fashion photographer ? a life Michaels has lived in the real world ? while picking up a lesson or two about the lighting, exposure and timing needed to capture the best possible images of models.

This time around, Michaels has conceived of an ambitious undertaking, described as a ?graphic novel-plus,? centered on a passion he shares with his family: a love of animals, and the more exotic the better. Michaels, his wife and their children ? now ages 11, 13 and 15 ? were bitten (not literally) by a love of creatures that alarm and repulse others upon house sitting a teacher?s snake. Now, they have a couple of snakes of their own. They?ve also owned a tortoise, geckos, rats and rabbits, among other creatures.

?We?ve tried them all,? Michaels said with a laugh.

Michaels explained he has had the loose concept about chronicling the adventures of a trio of animal-loving siblings for about five years, but wasn?t sure if its home should be a television series or some other medium. Then along came the iPad, and the idea crystallized.

With the help of a turtle biologist, Mark Grgurovic, and an experienced comic artist, Beverly resident Dirk Tiede, Michaels has developed the story of three fictional siblings ? the Wildrz (pronounced ?Wilders?) ? who jump into action after discovering a turtle breeding ground is discovered near their suburban soccer field.

The initial graphic novel (a term that has come to describe longer-form comic books that have gained popularity in recent years), designed for ages 7 to 12, is based on the real-life work Grgurovic, whom Michaels noted with a laugh ?looks like Vin Diesel,? making him a particularly suitable partner for the ?pilot.? The ?plus? aspect of the ?Wildrz: Turtle Trouble? app is the interactivity that Michaels hopes to bring to the offering. In addition to the 60 pages of comics, the app is set to include 10 mini-games, 20 minutes of video featuring Grgurovic out in the field, access to the Grgurovic?s blog and more.

One feature Michaels believes children will particularly enjoy is the ability to record their own voices and those of their friends and family members into 230 ?speech balloons? that are part of the story. Users can thus play the characters ?straight,? reading the text as written, or create their own dialogue, perhaps to comedic effect.

Michaels notes with a degree of surprise that, to his knowledge, publishers of traditional graphic novels have yet to grasp this potential for their electronic offerings. Perhaps one of Michaels? other past work experiences, as a former software producer for Hasbro Interactive?s Tonka line of computer and console game software, helped him make the leap.

When the app is complete, Michaels believes it will ?let kids experience the adventure of saving wildlife from the safety of their iPads.? He bemoans the fact that children no longer commune with nature as much as they once did. But perhaps, through the app, children can have a similar transformation as Michaels witnessed upon bringing snakes into his children?s classrooms: seeing a youngster once petrified of a particular animal achieve a new level of comfort and understanding.

While the initial episode is based on Grgurovic and his ?turtle trouble? on the Parker River on Plum Island, the hope would be to update the app continually to honor and expose the amazing efforts of those working to save animals elsewhere as well. Finding such stories is the easy part, explained Michaels, ticking off examples such as the female scientist in Austin, Texas, whose efforts led the transformation of bats living under a bridge from being viewed as a scourge to a tourist attraction, or the ?literal sea of snakes? up in Manitoba, Canada, that are struggling to coexist with manmade intrusions, such as highways and cars.

Young users, said Michaels, will ?enjoy a great adventure, learn about an absolutely wonderful creature? and it could go on forever.?

But to get to that point, Michaels has a bit of a financial hill to climb. Even outsourcing the most expensive part of the project ? the programming ? overseas to keep costs as reasonable as possible (Michaels is quick to note that he would prefer to keep the work in the U.S., if it weren?t cost-prohibitive), he estimates he will need $100,000 to bring the project to fruition. For the fundraising, Michaels has turned to a website called Kickstarter, which bills itself as ?a new way to fund and follow creativity.?

The way it works is that creative types, like Michaels, are given a web page to promote their projects. On Michaels? you?ll find videos and images along with text explaining the project, along with details of a series of prizes Michaels is offering to his supporters. Offerings range in price from $10 for WILDRZ poster with your or your children?s faces on it or $25 for a code to download the app itself through $9,999 or more, which gets one an ?eco-adventure weekend? with Grgurovic, which one person has already snatched up.

The catch with Kickstarter is that there is a time limit. If the project creator does not meet his or her funding goal before time runs out, no money changes hands, and supporters are released from their pledges.

?It protects everyone involved,? the site explains. ?Creators aren?t expected to develop their project without necessary funds, and it allows anyone to test concepts without risk.?

For Michaels, time will expire at 11:59 p.m. on Christmas Day, Sunday, Dec. 25. Even with the ?eco-adventure pledge? he had as of Wednesday morning raised $12,169, leaving the goal a long way off.

Michaels isn?t getting discouraged yet, noting there have been a number of overnight success stories on Kickstarter, in which thousands of dollars have been raised in a matter of hours. He adds that while his particular timetable could lead to a blue Christmas, it also may be an opportune time to be trying to raise funds. His offerings, he notes, are suited for holiday giving. Even though the app itself won?t arrive for a few months, supporters will receive a certificate that can be placed in a stocking, as well as regular updates on the development of the app.

One particularly interesting gift option, he suggested, is the ability to have anyone drawn into the app as anything from an ?extra? (for a pledge of $250 or more), a ?secondary character? ($1,250 or more), a ?villain? ($8,500 or more) or the leading roles of the Wildrz mother or father ($9,999 or more), which he hoped some might see as a unique and enduring way to honor someone, perhaps a departed grandparent who loved animals.

If the clock strikes midnight on Dec. 25, it won?t necessarily mean the end of Wildrz, according to Michaels. There are other sites similar to Kickstarter to which he could turn and other funding avenues to explore. He is hopeful, however, that the Kickstarter avenue will work out, so that he will be able to maintain his independence.

?I wanted not to be beholden to a publisher,? he said.

So will Michaels reach his goal and will the Wildrz leap to life on iPads everywhere this spring? As they say in the comics, ?To be continued??
