(AP) ? The NFL fined the Baltimore Ravens $20,000 Friday for not listing safety Ed Reed on the team's injury report.

Reed publicly acknowledged his right shoulder injury Oct. 17, a few days before the Ravens played Houston and said it could be affecting his play. The Pro Bowl safety played during practices and games after the injury occurred.

The league he should have been listed on the injury report with a shoulder injury and was fully participating in practice.

The NFL's policy on injury reports states that players with "significant or noteworthy injuries must be listed on the report, even if the player takes all the reps in practice." The rule covers players the team is certain will play in upcoming games.

Reed has played in every game this season. He has 30 tackles, two interceptions ? including a 34-yard return for a touchdown ? and seven passes defensed.

Washington and Buffalo were fined $20,000 each for similar infractions last week.

The Redskins were fined for not properly updating media on quarterback Robert Griffin III's status during a game against Atlanta on Oct. 7. He left with a head injury that turned out to be a mild concussion.

The Bills failed to list defensive end Mario Williams on the injury report while he was being treated for a sprained left wrist. Williams said on Oct. 3 that the wrist had been bothering him for weeks and limiting his play.

China's Long March 3C lofts another Compass-G into orbit ...

October 25th, 2012 by Rui C. Barbosa

The Chinese were back in action on Thursday, launching the sixth Compass-G satellite into orbit via their Long March 3C (Chang Zheng 3C)?launch vehicle. The 15:33 UTC launch from the LC2 launch complex of the Xichang Satellite Launch Center, in Sichuan Province marked 15th successful orbital launch this year for China.

China Launch Again:

According to information acquired by nasaspaceflight.com, the new satellite will probably be located at 110.5 degree East on the geostationary orbit, replacing one of the original Beidou-1 satellites (Beidou-1C) that is approaching ten years in orbit.

The Compass Navigation Satellite System (CNSS) is China?s second-generation satellite navigation system approved by the Chinese government in 2004, and is capable of providing continuous, real-time passive 3D geo-spatial positioning and speed measurement.

The long-term goal is to develop a global navigation satellite network similar to the GPS and GLONASS by 2020 eventually consisting a constellation of 35 vehicles, including 27 MEO (21,500 km orbits) satellites,?three IGSO satellites (inclined at 55 degrees) and?five GSO satellites.

The system will be dual use, based around?a civilian service that will?provide an accuracy of 10 meters in the user position, 0.2 m/s on the user velocity and 50 nanoseconds in time accuracy; and the military and authorized user?s service, providing higher accuracies. The first phase of the project will see the coverage of the Chinese territory but in the future the Compass constellation will cover the entire globe.

Developed from the?DFH-3B satellite platform, the Compass-G satellites orbit the planet on geostationary orbits and have a lifespan of 12 to 15 years. The satellites transmit signals on the: 1195.14-1219.14MHz, 1256.52-1280.52MHz, 1559.05-1563.15MHz and 1587.69-1591.79MHz, carrier frequencies.

The previous Beidou-2 ?Compass? launch took place on September 18th, 2012, when a Chang Zheng-3B/E orbited the Beidou-14 ?Compass-M5? (38874 2012-050A) and the Beidou-15 ?Compass-M6? (38775 2012-050B) satellites. The previous Compass-G orbited was the Beidou-11 ?Compass-G5? launched on February 24th, 2012.

DFH-3B is an updated version of DFH-3 bus, a communications satellite bus whose capability is between high and medium ones. It adopts hexahedral structure, consisting of propulsion, service and communication modules, communication antennas and solar arrays and adopts 3-axis stabilized attitude control.

Its dimensions are 2200mm ? 2000mm ? 3100mm, and its mass is 3,800 kg with a payload mass of 400 kg to 450 kg. This satellite bus is applicable to communications and navigation satellites and deep space probes through adaptive modification.

This was the eight flight of the CZ-3C Chang Zheng-3C launch vehicle that is primarily used for launching satellite to Geostationary Transfer Orbit (GTO).

This rocket was developed to fill the gap between the CZ-3A Chang Zheng-3A and the CZ-3B Chang Zheng-3B, having a payload capacity of 3,800 kg for GTO. This is a three stage launch vehicle identical to the CZ-3B but only using two strap-on boosters on its first stage.

CZ-3C provides two types of fairing and two kinds of fairing encapsulating process and four different payload interfaces, which is the same as CZ-3B launch vehicle. The various fairing and interface adapter and the suitable launch capacity make CZ-3C a good choice for user to choose the launch service.

The development of the CZ-3C started in February 1999. The rocket has a liftoff mass of 345,000 kg, sporting structure functions to withstand the various internal and external loads on the launch vehicle during transportation, hoisting and flight.

The rocket structure also combines all sub-systems together and is composed of two strap on boosters, first stage, second stage, third stage and payload fairing.

The first two stages as well as the two strap on boosters use hypergolic (N2O4/UDMH) fuel while the third stage uses cryogenic (LOX/LH2) fuel. The total length of the CZ-3C is 54.838 meters, with a diameter of 3.35 meters on the core stage and 3.00 meters on the third stage.

On the first stage, the CZ-3C uses a DaFY6-2 engine with a 2961.6 kN thrust and a specific impulse of 2556.2 Ns/kg. The first stage diameter is 3.35 m and the stage length is 26.972 m.

Each strap on booster is equipped with a DaFY5-1 engine with a 704.4 kN thrust and a specific impulse of 2556.2 Ns/kg. The strap on booster diameter is 2.25 m and the strap on booster length is 15.326 m.

The second stage is equipped with a DaFY20-1 main engine (742 kN / 2922.57 Ns/kg) and four DaFY21-1 vernier engines (11.8 kN / 2910.5 Ns/kg each). The second stage diameter is 3.35 m and the stage length is 9.470 m.

The third stage is equipped with two YF-75 engines developing 78.5 kN each and with a specific impulse of 4312 Ns/kg. The fairing diameter of the CZ-3C is 4.00 meters and has a length of 9.56 meters.

The typical flight sequence of the CZ-3C for a standard GTO mission starts at T-0s with the ignition of the first stage engine and the two strap on boosters. Pitch over maneuver comes at T+10s. The strap on boosters end of ignition takes place at T+127.5s followed by boosters separation at T+129.0s.

First stage shutdown takes place at T+145.2 s, followed at T+146.7s by the first stage separation and ignition of the second stage. Separation of the fairing happens at T+258.7s. Second stage main engine shutdown takes place at T+328.0 s and second stage vernier shutdown occurs five seconds latter.

The separation of the second stage and the first ignition of the third stage take place at T+334.0s. This first ignition will last for 5 minutes and 16.6 seconds, ending at T+650.6s. After the first shutdown of the third stage the vehicle enters on a coast phase at T+654.1s, which will end at T+1323.2s with the second ignition of the third stage. This will end at T+1474.9s, beginning the velocity adjustment maneuver that lasts for 20 seconds.

Spacecraft separation occurs at T+1574.9s.

The first launch of the CZ-3C Chang Zheng-3C launch vehicle took place on April 25, 2008 when it orbited the first TL-1 Tianlian-1 tracking and data relay satellite.

The Xichang Satellite Launch Centre is situated in the Sichuan Province, south-western China and is the country?s launch site for geosynchronous orbital launches.

Equipped with two launch pads (LC2 and LC3), the centre has a dedicated railway and highway lead directly to the launch site. The Command and Control Centre is located seven kilometers south-west of the launch pad, providing flight and safety control during launch rehearsal and launch.

Down range Tracking and Control stations of the launch center are located in Xichang City and Yibin City of Sichuan Province, and Guiyang City of Guizhou Province. Each of them houses tracking and measurement equipment for the powered phase of a launch vehicle flight.

Other facilities on the Xichang Satellite Launch Centre are the Launch Control Centre, propellant fuelling systems, communications systems for launch command, telephone and data communications for users, and support equipment for meteorological monitoring and forecasting.

During 1993-1994 Xichang underwent extensive modernization and expansion, in part due to the requirements of the CZ-3 launcher family and in part to meet commercial customer needs.

The first launch from Xichang took place at 12:25UTC on January 29, 1984, when the CZ-3 Chang Zheng-3 (CZ3-1) launched the Shiyan Weixing (14670 1984-008A) communications satellite into orbit.

British Army dog honored with highest award for bravery

LONDON (AP) ? British soldiers and military dogs gathered at a London army barracks Thursday to honor a fallen hero with selfless courage, nerves of steel ? and four legs.

Theo, a bomb-sniffing springer spaniel who died in Afghanistan on the day his soldier partner was killed, was posthumously honored with the Dickin Medal, Britain's highest award for bravery by animals.

Theo worked alongside Lance Cpl. Liam Tasker, searching for roadside bombs in Helmand province, a Taliban stronghold.

Tasker, 26, died in a firefight with insurgents in March 2011, and Theo suffered a fatal seizure hours later. Tasker's mother, Jane Duffy, says the pair were inseparable. She's convinced Theo died of a broken heart.

"They'll be watching us, and they'll be so proud," she said. "I just wish they were here to get it themselves."

Since 1943, the Dickin Medal has recognized gallantry by animals serving with the military, police or rescue services. Some of these animal heroes:

CANINE COMMANDOS

Theo is the 28th dog to receive the medal, awarded by animal charity PDSA and named for its founder, Maria Dickin.

One of the earliest winners was Rip, a mongrel found abandoned in a bomb shelter and adopted by a London air raid warden. He was credited with finding more than 100 people trapped in rubble by German bombs during the 1940 Blitz.

Another World War II hero was Rob, a collie who joined British commandos in more than 20 parachute operations behind enemy lines in North Africa and Italy. His medal citation said that "his presence with these parties saved many of them from discovery and subsequent capture or destruction."

Dogs have also been honored for service in Bosnia, Iraq, Afghanistan and during terrorist attacks.

After the Sept. 11 attacks, Apollo, a New York Police Department German shepherd, received the medal on behalf of all search and rescue dogs at the sites in New York and Washington, "for tireless courage in the service of humanity."

WINGED WARRIORS

Pigeons' homing instinct makes them excellent messengers, and more than 200,000 served with British forces during World War II. Some 32 were awarded the Dickin Medal for carrying back vital information from the frontline.

Feathered medal-winners include Gustav, a pigeon serving with the Royal Air Force, "for delivering the first message from the Normandy Beaches from a ship off the beach-head" on June 6, 1944, the day of the D-Day landings.

GI Joe, a member of the U.S. Army Pigeon Service, was honored for flying 20 miles (32 kilometers) in 20 minutes with a message that stopped U.S. planes bombing an Italian town occupied by British troops in October 1943, saving the lives of at least 100 Allied soldiers and many civilians.

HEROIC HORSES

Upstart, a London police horse, is one of three equine recipients of the medal.

He was honored for a World War II incident in which a German flying bomb exploded 75 yards away, "showering both horse and rider with broken glass and debris."

Despite this, "Upstart was completely unperturbed and remained quietly on duty with his rider," controlling traffic until calm was restored.

A FEARLESS FELINE

Only one cat has ever received the Dickin Medal.

Simon, a Royal Navy ship's mascot, was honored for his service on HMS Amethyst, a ship shelled by Chinese Communist forces on the Yangtze River in 1949.

Despite being seriously wounded by shrapnel, Simon returned to his rat-killing duties aboard the damaged ship, which was trapped for months in Chinese waters.

"Throughout the incident his behavior was of the highest order," the citation said.

Simon and the ship's crew were greeted as heroes when they made it back to England, but the cat died weeks before he was due to receive his medal.

Kaspersky offers top security tips for 'get safe online week'

This week is Get Safe Online Week in the UK, and to help protect yourself and your family from the dangers of the web, Kaspersky have put together a hand guide.

Check out these top tips from Kaspersky Lab?s senior researcher David Emm for staying safe online:

1. Got protection? - This may seem obvious, but security software is the new ?black?. It helps you stay fully protected against malware, spyware, hackers and identity theft. And don?t forget to perform regular updates and scans.
?
2. Password strength matters - Use secure passwords ? a different one for each Internet service. Set passwords to include 8-14 upper and lower case characters and numbers. Don?t use any words that are in the dictionary as they?re too easy for hackers to guess.
?
3. Protect your family - You stop your children from talking to strangers on the street and you should do so online too. Be aware of the potential dangers of the net from online bullying to paedophiles. Take parental control over the sites you don?t what your children to look at by using the parental control feature in your online security product ? it?s an easy way to avoid disaster. ?
?
4. Click with care - If you?re checking your email or talking over instant messenger, make it a practice to avoid clicking on links in messages from people you don?t know. These links could lead you to a malicious website and result in malware installing on your computer.
?
5. Practise safe online shopping - When you?re going to buy those new killer shoes or the latest toy for your tyke, make sure you purchase from a reputable online retailer. You always look for a URL that starts with "https" and have the lock symbol when entering your credit card details or other personal information.
?
6. Socialise safely - By now, we?ve all had a bad link or two sent to us over our favourite social network. Utilise your social network?s security settings to their optimum level. Do you really need to display every detail about your life? And perhaps more importantly ? do your children?
?
7. Keep your privates private - A good rule of thumb: Don?t post anything online that you wouldn?t want to see on the front page of your local newspaper! This includes your personal phone number, email address and street address, your holiday plans ? and maybe also your bikini-clad, beach holiday pics.
?
8. Stomp out spam - Most internet service providers and security software programs have anti-spam technologies. The spam blocker will help prevent fraudulent emails from showing up in your inbox tempting you with fake lottery wins or promising certain body-part enlargements.
?
9. Be careful how you surf - Open wireless networks are called ?open? for a reason: anyone can connect, including hackers. If you do have to use one, use a password manager to store passwords and enter them for you automatically. This will prevent data being captured by cybercriminals using a keylogger. Only enter personal information on secure sites ? look for the ?https?
?
10. Handle personal information with care - Beware of online sites that ask you to enter too much personal data. Read the small print ? they may be selling on your personal details to third parties resulting in even more email spam and cold calls.

Hurricane Sandy pounds Jamaica, aims at Cuba

KINGSTON, Jamaica (AP) ? Hurricane Sandy lashed precarious shantytowns, stranded travelers and downed power lines with heavy wind and rain Wednesday as it roared across Jamaica and then headed for an overnight landfall in eastern Cuba and go on to threaten the Bahamas and possibly Florida.

Sandy's death toll was at least two. An elderly man was killed in Jamaica when he was crushed by a boulder that rolled onto his clapboard house, police reported. Earlier Wednesday, a woman in Haiti was swept away by a rushing river she was trying to cross.

The storm hit Jamaica as a category 1 hurricane then strengthened as it spun over open sea toward Cuba. U.S. forecasters said it had maximum sustained winds of 90 mph (150 kph) late Wednesday and might grow into a category 2 storm before going ashore. It was moving north at about 13 mph (20 kph) and hurricane-force winds extended outward up to 30 miles (45 kilometers) from the center.

In some southern towns on Jamaica, a few crocodiles were caught in rushing floodwaters that carried them out of their homes in mangrove thickets, showing up in districts where electricity was knocked out, local residents reported. One big croc took up temporary residence in a family's front yard in the city of Portmore.

The hurricane's eye crossed over Jamaica by Wednesday evening and emerged from its northern coast near the town of Port Antonio, meteorologists said, but rain and winds continued to pound the Caribbean island into the night.

It was the first direct hit by the eye of a hurricane on Jamaica since Hurricane Gilbert 24 years ago, and fearful authorities closed the island's international airports and police ordered 48-hour curfews in major towns to keep people off the streets and deter looting. Cruise ships changed their itineraries to avoid the storm, which made landfall five miles (8 kilometers) east of the capital, Kingston.

Flash floods and mudslides were a threat for this debt-shackled tropical island of roughly 2.7 million inhabitants, which has a crumbling infrastructure and a number of sprawling shantytowns built on steep embankments and along gullies that sluice runoff water to the sea.

In the hilly community of Kintyre, on the outskirts of Kingston, Sharon Gayle and a few of her neighbors expected to completely lose the town's bridge over the Hope River, which washed away a section of the span just three weeks ago during a heavy downpour. The shell of a concrete home that collapsed into the river and killed two people several years ago still lies toppled on the sandy banks.

"I'm really nervous. We're trying not to show it in front of the children though," the mother of three said, huddling under a sopping white towel as she stared at the rising river.

The 18th named storm of the Atlantic hurricane season was expected to pass over eastern Cuba early Thursday, missing the U.S. naval base at Guantanamo Bay, where pretrial hearings were being held for a suspect in the deadly 2000 attack on the destroyer USS Cole off Yemen.

Cuban authorities issued a hurricane warning for several provinces in the east, and the Bahamas posted a similar alert for its southeastern Ragged Islands and the central and northwestern Bahamas, where the storm was predicted to pass Thursday afternoon and Friday morning.

Forecasters at the U.S. National Hurricane Center in Miami said tropical storm conditions were possible along the southeastern Florida coast, the Upper Keys and Florida Bay by Friday morning. A tropical storm watch was in effect for the area, the center said.

In southwestern Haiti, a woman died in the town of Camp Perrin after she was swept away by a river she was trying to cross, said Marie Alta Jean-Baptiste, head of the country's civil protection office. There were reports of extensive damage to Port Salut on Haiti's far-southwestern coast after a river burst its banks. Mayor Larock Pierre Clervert said a hotel was destroyed by flood waters.

Across Jamaica, the poor in slums and moneyed residents in gated communities hunkered down at home as powerful winds shrieked around buildings and sent sheets of rain sideways. Many homes were lit by candlelight and lanterns since tens of thousands of power utility customers were without electricity.

Stranded business travelers and a smattering of locals rode out the Category 1 hurricane in hotels clustered along a strip in Kingston's financial district. Some read prayer books or novels, while others watched movies or communicated with loved ones on computers.

Cris Hopkinson, a Toronto woman who was on a business trip, said she hoped to catch a flight off the island Friday once the stormy weather cleared.

"For now, I'm just hoping that the glass in the windows doesn't shatter from the winds," Hopkinson said in the dining room of the Courtleigh Hotel.

About a mile away in the rough neighborhood of Grants Pen, where shops have been ransacked in the past during storms, a number of young men ignored the curfew, riding on bicycles or walking in small groups in the steady rain.

Cecile Graham, a mother of two teenagers, said she was worried about the possibility of burglaries or looting at the small markets and shops that line the main road.

"I hope that all the police are out and we won't have the looting that has taken place before," she said.

Police slowly drove through drenched communities in the coastal capital with their cruisers' lights flashing. A senior police superintendent was shot in troubled West Kingston, but the circumstances were murky.

The storm was predicted to drop as much as 12 inches (25 centimeters) of rain, especially over central and eastern parts of Jamaica, the country's meteorological service said. Some isolated spots could see as much as 20 inches (50 centimeters), according to U.S. forecasters. Sea water washed over the streets of southern coastal towns like Port Royal, a depressed fishing village at the tip of a spit of land near Kingston's airport.

Airports in Kingston and Montego Bay shut down for the day and Royal Caribbean Cruises Ltd. announced that its Allure of the Seas megaship would not stop at Jamaica's northern Falmouth terminal on Wednesday, remaining at sea instead. Other cruise lines also rerouted ships from port calls to Montego Bay and Ocho Rios.

Far out in the Atlantic, Tropical Storm Tony posed no threat to land. The storm had maximum sustained winds of about 50 mph (85 kph) and was moving east-northeast at 23 mph (37 kph). Its center was 935 miles (1,505 kilometers) west-southwest of the Azores.

Fed sticks to stimulus plan, says economy a bit firmer

WASHINGTON (Reuters) - The Federal Reserve on Wednesday stuck to its plan to keep stimulating U.S. growth until the job market improves even as it acknowledged some parts of the economy were looking a bit better.

In a statement after a two-day meeting, the central bank repeated its vow to keep rates near zero until mid-2015 and its pledge to keep supporting growth while the recovery strengthens.

The Fed's policy-setting panel made no change in its plan to purchase $40 billion in mortgage-backed debt per month to push interest rates lower and spur a stronger recovery.

"The committee remains concerned that, without sufficient policy accommodation, economic growth might not be strong enough to generate sustained improvement in labor market conditions," the Fed said.

U.S. stocks edged lower after the announcement and the dollar extended gains against the euro, while Treasury bonds showed little reaction, closing the session lower.

The central bank's statement differed little from its announcement last month in which it launched its third round of bond-buying, or quantitative easing, known as QE3, and made clear officials still had concerns on the recovery's strength.

Analysts said December will likely be a more eventful meeting as the Fed decides what to do when its separate Operation Twist program, in which it is buying long-term Treasury debt with proceeds from short-term securities, expires at the end of the year.

"Officials will likely make a decision then on whether QE3 will be extended to include Treasuries purchases when Operation Twist ends at year-end," said Jim O'Sullivan, economist at High Frequency Economics. "We expect it will be."

U.S. gross domestic product grew at an annual rate of just 1.3 percent in the second quarter. Economists expect the pace of recovery quickened a bit in the third quarter but not by enough to put steady downward pressure on the jobless rate, which fell sharply in September but remains at an elevated 7.8 percent.

HOUSING STARTS, BUSINESS SLACKENS

The Fed noted the housing sector was continuing to gather its strength and said household spending had grown "a bit more quickly." However, it cautioned that business investment was softening.

It also nodded to a recent increase in inflation but said it was linked to higher energy prices, adding that inflation expectations have remained stable -- a sign officials think pressures will remain under wraps.

Richmond Federal Reserve Bank President Jeffrey Lacker dissented against the decision, as he has done at every meeting this year.

The central bank's announcement came just under two weeks before the U.S. presidential election. Economists said policymakers were likely to keep their heads down and avoid drawing any political fire.

The Fed, which has held rates close to zero since December 2008, had already bought $2.3 trillion in mortgage-related and government debt before it launched its latest round of stimulus.

Some analysts and many conservative politicians have expressed concern the Fed's policies could spark inflation, but prices increases have remained tame so far.

The problem is, growth has too. At the same time, a looming tightening of U.S. fiscal policy risks tossing the economy back into recession.

Europe's debt crisis, a key source of concern for the Fed, also remains unresolved, although it is not flaring up too wildly in financial markets, offering comfort that the U.S. economy will escape any contagion.

TALKING THE TALK

Aside from their discussion over the stance of monetary policy, officials likely continued to debate fine-tuning their communications strategy by adopting numerical thresholds for economic variables that would guide the central bank's unconventional stimulus.

However, no new announcement was made. Analysts say to look to the Fed's next meetings in December or January for greater clarity on policymakers' goal posts.

Chicago Federal Reserve Bank President Charles Evans has advocated keeping rates near zero until the unemployment rate, currently at 7.8 percent, goes down to 7 percent, as long as inflation does not exceed 3 percent. The central bank formally targets 2 percent inflation.

Officials are also strongly considering the adoption of a consensus economic forecast for the central bank as a whole, as opposed to the quarterly individual projections for growth, employment, inflation and interest rates currently published.

A 'nanoscale landscape' controls flow of surface electrons on a topological insulator: Stripe-like contours on a surface modulate electrons that behave like light

ScienceDaily (Oct. 25, 2012) ? In the relatively new scientific frontier of topological insulators, theoretical and experimental physicists have been studying the surfaces of these unique materials for insights into the behavior of electrons that display some very un-electron-like properties.

In topological insulators, electrons can behave more like photons, or particles of light. The hitch is that unlike photons, electrons have a mass that normally plays a defining role in their behavior. In the world of quantum physics, where everyday materials take on surprising and sometimes astonishing properties, electrons on the outer surface of these insulators behave and look uncharacteristically like light.

These unique properties have piqued the interests of scientists who see future applications in areas such as quantum computing and spintronics, or other realms rooted in the manipulation of electronic properties. The early challenge to those researchers is to begin to understand some simple ground rules for controlling these materials.

Boston College researchers report that the placement of tiny ripples on the surface of a topological insulator engineered from bismuth telluride effectively modulates so-called Dirac electrons so they flow in a pathway that perfectly mirrors the topography of the crystal's surface.

Associate Professor of Physics Vidya Madhavan and Assistant Professor of Physics Stephen Wilson report in the current online edition of Nature Communications that scanning tunneling microscopy is capable of revealing the characteristics of these tiny waves as they rise and fall, enabling the researchers to draw a direct connection between the features of the ripples and modulation of the waves across the material's surface.

Instead of chaotic behavior, the electrons flow in a path that mirrors the metal composite's surface, the team reports in an articled titled "Ripple-modulated electronic structure of a 3D topological insulator."

"What we've discovered is that electrons respond beautifully to this buckling of the material's surface," said Madhavan, the project director.

So harmoniously do the waves flow across the ripples -- placed approximately 100 nanometers apart -- that the researchers say further modifications of the crystal's "nanoscale landscape" could produce enough control to produce a one-dimensional quantum wire capable of carrying current with no dissipation.

The rippled surface appears to exert greater control and run less risk of creating imperfections than other methods, such as introducing chemical dopants, used in attempts to modulate the flow of electrons on the surface of other topological insulators, the researchers found.

Madhavan said the team had to provoke the electrons, which lay placidly atop the surface-state of the insulator, much like the glassy surface of an undisturbed lake. The team disrupted the electrons by introducing impurities, which had an effect similar to that of dropping a stone in a calm lake. This provocation produced waves of electrons that behave like waves of light as they travel pathways that mirror the contours created in the crystal.

"We did not expect the electrons to follow the topography," said Madhavan. "The topography imposes a sinusoidal potential upon the waves. The ripples create that potential by giving the electrons a landscape to follow. This is a way of possibly manipulating these electrons in topological insulators."

Apple misses Wall Street 4Q expectations

(AP) ? Apple has a new iPhone, two new iPads and three new PCs as it heads into the holiday quarter, the biggest selling season of the year. But, paradoxically, it expects these new gadgets to bring down its profits compared to last year.

The reason: the new gadgets are expensive to make, said Apple's chief financial officer late Thursday after the company reported earnings for the most recent quarter that missed analysts' expectations for the second straight time.

In part, the issues facing Apple are a normal consequence of having so many new products, said CFO Peter Oppenheimer. When a production line is new it costs more to run and the components are more expensive.

"The difference this time is the sheer number of products we're introducing at a short time," Oppenheimer told analysts on a call Thursday.

But Oppenheimer also singled out the iPad Mini, the new, smaller version of the iPad the country unveiled Tuesday. It starts at $329, well above the $199 competitors charge for similar products. Apple's price is "aggressive," with a margin well below other products, Oppenheimer said.

"When we set out to build the iPad Mini, we didn't set out to build a small, cheap tablet, we set out to build a smaller iPad that offered the full iPad experience" Oppenheimer said.

Apple expects a gross profit margin of 36 percent in the current quarter, the lowest figure in at least four years. In the holiday quarter last year, its gross margin was 44.7 percent.

The gross margin represents what Apple gets from selling its products, minus the cost of making them. It ignores the cost of research and development, marketing and corporate overhead.

On the same call, CEO Tim Cook justified the projected profit drop to Wall Street in similar terms.

"We're unwilling to cut corners in delivering the best product experience in the world," he said. "We're managing the company for the long run."

Apple launched the iPhone 5 a month ago. This week, it unveiled the iPad Mini and an upgraded full-size iPad, plus a new MacBook laptop and two desktop Macs.

Apple said it expects earnings of $11.75 per share in the holiday quarter, below the $13.87 per share it earned in the same period last year. Apple routinely lowballs its estimates, but this time the forecast was further from the analyst estimate than usual. Analysts polled by FactSet were expecting earnings of $15.59, on average.

Apple expects sales of $52 billion, roughly in line with the analyst expectation of $56 billion, considering the company's conservative forecasts.

Apple shares fell $6.33, or 1 percent, to $603.47, extending a downward trend for the stock, which hit an all-time high of $705.07 a month ago, on the day the iPhone 5 went on sale in the U.S. and eight countries.

Apple reported its results as Microsoft Corp. was set to launch Windows 8 on Friday, along with its first tablet computer, the Surface. Cook said that while he had not used the Surface himself, he gathered from reviews that it was a "fairly compromised, confusing product" that tries to do too many things. Part of Microsoft's message is that the Surface will double as a laptop. It's including a full version of its Office suite on the product and will be selling covers that act as keyboards.

"I suppose you could design a car that flies and floats, but I don't think it would do all of those things very well," Cook said.

For the just-ended quarter, Apple missed Wall Street earnings expectations as iPad sales fell short of analyst forecasts.

The slowdown in the growth of iPad sales was not completely unexpected, as the rumor mill correctly predicted that Apple would launch the iPad Mini. Cook said there's usually a slowdown in the September-ending quarter, and the 14 million iPads sold exceeded Apple's forecast. Analysts, however, had been expecting 17 million to 18 million.

Sales were also hurt by slowing growth in China. Apple's sales in China more than doubled in fiscal 2010 and in 2011. Growth in the July- September quarter was also slow in economically troubled Europe.

Net income in the fiscal fourth quarter was $8.2 billion, or $8.67 per share. That was up 24 percent from $6.6 billion, or $7.05 per share, a year ago.

Analysts polled by FactSet were expecting earnings of $8.84 per share.

Revenue was $36 billion, up 27 percent from a year ago. Analysts were expecting $35.8 billion.

The Cupertino, Calif., company sold 26.9 million iPhones in the quarter, at the high end of expectations. The launch of iPhone 5 came late in the quarter and didn't move the needle much.

The Hobbit An Unexpected Journey to receive the Dolby Atmos treatment

The CinemaCon crowd may not have been keen on 48fps footage of The Hobbit: An Unexpected Journey, but we defy anyone to say they don't want the best sound possible. A select few will get just that, as Dolby and Peter Jackson's own Park Road Post Production have announced the film will be mixed for the speaker-packed Atmos technology. If you're lucky enough to live near one of the select establishments it's installed in, we doubt you'll be grumbling about the immersive audio, even if the frame rate makes those orcs look unsettlingly real.

Update: That link of "select establishments" is somewhat out of date and, although the official list of locations you'll be able to see The Hobbit in Atmos has yet to be released, Dolby says there should be between 80 and 100 screens capable of delivering the over-the-top audio experience by the film's debut.

56 dead in new ethnic violence in Myanmar

YANGON, Myanmar (AP) ? At least 56 people have been killed and nearly 2,000 homes destroyed in the latest outbreak of ethnic violence in western Myanmar, a government official said Thursday.

The 25 men and 31 women were reported dead in four Rakhine state townships in violence between the Buddhist Rakhine and Muslim Rohingya communities that re-erupted Sunday, local government spokesman Win Myaing said. He said some 1,900 homes had been burned down in fresh conflict.

In June, ethnic violence in the state left at least 90 people dead and destroyed more than 3,000 homes. Tens of thousands of people remain in refugee camps.

The United Nations has called for calm Thursday in response to the new violence.

"The U.N. is gravely concerned about reports of a resurgence of inter-communal conflict in several areas in Rakhine State ? which has resulted in deaths and has forced thousands of people, including women and children, to flee their homes," U.N. Resident and Humanitarian Coordinator in Myanmar Ashok Nigam said in a statement.

Nigam said the United Nations was appealing for "immediate and unconditional access to all communities in accordance with humanitarian principles."

The statement said large numbers of people fleeing the new violence were headed for already overcrowded refugee camps currently housing about 75,000 people previously made homeless.

"Short term humanitarian support and action towards long term solutions are urgently required to address the root causes of the conflict," said the statement.

The unrest is some of the worst reported in the region since June, after clashes were set off by the alleged rape and murder of a Buddhist woman by three Muslim men in late May.

Tensions still simmer in part because the government has failed to find any long-term solution to the crisis other than segregating the two communities in some areas.

Major storm threat for East Coast next week

WASHINGTON (AP) ? Much of the U.S. East Coast has a good chance of getting blasted by gale-force winds, flooding, heavy rain and maybe even snow early next week by an unusual hybrid of hurricane and winter storm, federal and private forecasters say.

Though still projecting several days ahead of Halloween week, the computer models are spooking meteorologists. Government scientists said Wednesday the storm has a 70 percent chance of smacking the Northeast and mid-Atlantic.

Hurricane Sandy in the Caribbean, an early winter storm in the West, and a blast of arctic air from the North are predicted to collide, sloshing and parking over the country's most populous coastal corridor starting Sunday. The worst of it should peak early Tuesday, but it will stretch into midweek, forecasters say.

"It'll be a rough couple days from Hatteras up to Cape Cod," said forecaster Jim Cisco of the National Oceanic and Atmospheric Administration prediction center in College Park, Md. "We don't have many modern precedents for what the models are suggesting."

It is likely to hit during a full moon when tides are near their highest, increasing coastal flooding potential, NOAA forecasts warn. And with some trees still leafy and the potential for snow, power outages could last to Election Day, some meteorologists fear. They say it has all the earmarks of a billion-dollar storm.

Some have compared it to the so-called Perfect Storm that struck off the coast of New England in 1991, but Cisco said that one didn't hit as populated an area and is not comparable to what the East Coast may be facing. Nor is it like last year's Halloween storm, which was merely an early snowstorm in the Northeast.

This has much more mess potential because it is a combination of different storm types that could produce a real whopper of weather problems, meteorologists say.

"The Perfect Storm only did $200 million of damage and I'm thinking a billion," said Jeff Masters, meteorology director of the private service Weather Underground. "Yeah, it will be worse."

But this is several days in advance, when weather forecasts are far less accurate. The National Hurricane Center only predicts five days in advance, and on Wednesday their forecasts had what's left of Sandy off the North Carolina coast on Monday. But the hurricane center's chief hurricane specialist, James Franklin, said the threat keeps increasing for "a major impact in the Northeast, New York area. In fact it would be such a big storm that it would affect all of the Northeast."

The forecasts keep getting gloomier and more convincing with every day, several experts said.

Cisco said the chance of the storm smacking the East jumped from 60 percent to 70 percent on Wednesday. Masters was somewhat skeptical on Tuesday, giving the storm scenario just a 40 percent likelihood, but on Wednesday he also upped that to 70 percent. The remaining computer models that previously hadn't shown the merger and mega-storm formation now predict a similar scenario.

The biggest question mark is snow, and that depends on where the remnants of Sandy turn inland. The computer model that has been leading the pack in predicting the hybrid storm has it hitting around Delaware. But another model has the storm hitting closer to Maine. If it hits Delaware, the chances of snow increase in that region. If it hits farther north, chances for snow in the mid-Atlantic and even up to New York are lessened, Masters said.

NOAA's Cisco said he could see the equivalent of several inches of snow or rain in the mid-Atlantic, depending on where the storm ends up. In the mountains, snow may be measured in feet instead of inches.
