Russia's Vladimir Putin says West is fomenting jihadi 'blowback'

Both Vladimir Putin and his foreign minister have lashed out at the West in recent days for pursuing what they regard as naive and incoherent Middle East policies.

The critique targets Western backing of anti-dictator rebellions in Libya and Syria, which, as Mr. Putin tells it, only fuels the spreading flames of extreme Islamist insurrection, including the current war in Mali and last week's terrorist strike on a gas complex in Algeria.

"The Syrian conflict has been raging for almost two years now. Upheaval in Libya, accompanied by the uncontrolled spread of weapons, contributed to the deterioration of the situation in Mali," Mr. Putin said at a meeting with new ambassadors in the Kremlin Thursday.

"The tragic consequences of these events led to a terrorist attack in Algeria which took the lives of civilians, including foreigners," he added.

"Those whom the French and Africans are fighting now in Mali are the same people who . . . our Western partners armed so that they would overthrow the Gaddafi regime," in Libya in 2011, Russian Foreign Minister Sergei Lavrov told a news conference Wednesday.

Many in the West may be inclined to shrug off Russian criticism as the routine sniping of a government whose Mideast influence has slumped since the Arab Spring began, or the self-serving rationale of an autocratic regime that fears popular revolution and automatically backs authoritarian rulers.

But many Russian experts, including sharp critics of the Kremlin on other issues, argue that Russian leaders are being realists about the blowback that has followed Western interventions in the Muslim world.

They say Moscow has been dealing with the threat of militant jihadists since the Soviet Union's disastrous 1980s war in Afghanistan, and has watched as it has shown up in parts of Russia's heartland. Kremlin leaders accuse the West of an enthusiasm for toppling dictators that has led, not to democracy, but to spreading mayhem and rising Islamist militancy across West Asia and North Africa.

"Russia is on the frontier, we are in jihad territory," says Yevgeny Satanovsky, president of the independent Institute of Middle Eastern Studies in Moscow.

"Our own fringes, the northern Caucasus, Central Asia, and even the central Volga region are threatened. That's why we're very clear about who the enemy is.. . . We know this, and you would think that after 9/11 and other events that our American and European colleagues would have some clarity about it, too. Yet they always seem ready to play with fire, and to use militant jihadists against Russia and its national interests ? as they did in Afghanistan, Chechnya, Libya, and Syria," he adds.

Over the past decade Russia has used its UN Security Council vote to oppose the US invasion of Iraq aimed at overthrowing dictator Saddam Hussein; yet it has strongly supported NATO's anti-Taliban mission in Afghanistan. Last year, Putin even urged the Western allies not to leave Afghanistan before the "job was done" and Moscow gave NATO the use of a huge airbase in central Russia to help with the resupply effort to its embattled forces there.

Moscow abstained on the March 2011 Security Council resolution that authorized the use of force "to protect civilians" in Libya, and last month it actually backed another resolution empowering France and others to intervene against Islamists threatening to overrun Mali.

On the other hand, Russia has repeatedly vetoed any resolution aimed at international cooperation to ease Syrian strongman Bashar al-Assad from power and continues to back his regime with political support and shipments of weaponry. The UN estimates 60,000 killed in the ongoing civil war in Syria, with some 500,000 to 600,000 displaced or categorized as refugees.

Outsiders may be forgiven for seeing Moscow's policies as a bit tangled, not to say hypocritical, but many Russian analysts argue that they have been completely consistent ? with the sole exception of former President Dmitry Medvedev's decision to abstain on the Libya "use of force" resolution, which was publicly slammed by then-Prime Minister Putin.

"The Libya resolution contained promises to Russia that were never delivered. Today our abstention on that vote can be clearly seen as a mistake, a symption of Medvedev's non-professionalism," says Mr. Satanovsky.

The Russians argue that they back secular goverments and stability, even where it is enforced by a dictatorship, because the alternatives are almost universally worse. They insist that Western efforts to back democratic revolution have backfired almost everywhere, and will continue to do so.

"All attempts to export revolution end badly," says Andrei Klimov, deputy chair of the State Duma's international affairs committee.

"In Iraq, the Americans came in to eliminate fictitious weapons of mass destruction, and knocked out all the pillars of stability in that country. Look at the mess it's in today.... Libya was stable, Syria was stable, until revolutions aided and abetted by Western powers tore them apart. All this chaos is a gift to militant fundamentalists and no one else," he adds.

Russia's backing for the current French-led intervention in Mali is just a case of lining up against the common enemy, the jihadists, pro-Kremlin analysts say.

They point out that the government the West is propping up in Mali is a dictatorship, the result of a military coup last year that overthrew the democratic government on the eve of elections.

"We agree with the French about this. Maybe they're finally seeing the light," says Sergei Markov, vice president of the Plekhanov Economic University in Moscow and a frequent adviser to President Putin in the past.

"It's an attempt to stem the damage that's a result of the misguided operation in Libya. It's against the jihadists and we support it," he adds.

"When the West is helping to destroy a stable regime, and willfully opening the gates to the radical Islamists, we oppose it. . . We wish that Russia and the West could work together on this. We are willing, but we doubt the West is ready to cooperate with us," Mr. Markov says.

"Will it have to take a few more Western ambassadors being killed by the very forces they created before they will listen to us?"

Teachers, Please Read This and React ? Diane Ravitch's blog

An article in Education Week reports on studies by economists claiming hat when teachers take early retirement, student test scores go up. Behind this is the assumption that new teachers are more successful than experienced teachers.

This sounds counter-intuitive to me, but I would like to know what teachers think.

A quote: ?Boosting early retirement in cash-strapped districts doesn?t hurt students? math and reading scores, according to new studies released at the American Economic Association meeting here, but pension-incentive programs may cost schools some of their most effective teachers.
Separate studies of teachers in California, Illinois, and North Carolina paint a complex picture of the choice increasingly faced by education leaders: Keep your most experienced?and expensive?teachers, or encourage them to retire to ease budget woes.?

Secret Painting in Rembrandt Masterpiece Coming into View

Scientists may be one step closer to revealing a hidden portrait behind a 380-year-old Rembrandt painting.

The masterpiece, "Old Man in Military Costume" by Dutch painter Rembrant Harmenszoon van Rijn, resides at the J. Paul Getty Museum in Los Angeles. Scientists had noticed the painting bears faint traces of another portrait beneath its surface. Researchers had previously probed the painting with infrared, neutron and conventional X-ray methods, but could not see the behind the top coat, largely because Rembrandt used the same paint (with the same chemical composition) for the underpainting and the final version.

New studies with more sophisticated X-ray techniques that can parse through the painting's layers give art historians hope that they may finally get to see who is depicted in the secret image.

"Our experiments demonstrate a possibility of how to reveal much of the hidden picture," Matthias Alfeld from the University of Antwerp said in a statement. "Compared to other techniques, the X-ray investigation we tested is currently the best method to look underneath the original painting."

Alfeld and an international team used macro X-ray fluorescence analysis to examine a mock-up of Rembrandt's original, created by museum intern Andrea Sartorius, who used paints with the same chemical composition as those used by the Dutch master. Sartorius painted one portrait on the canvas and then an imitation of "Old Man in Military Costume" on top. [In Photos: Looking for a Hidden Painting]

When bombarded with these high-energy X-rays, light is absorbed and emitted from different pigments in different ways. The scientists targeted four elements of the paint to fluoresce, including calcium, iron, mercury and lead, and got much better impressions of the hidden painting in the mock-up than they were able to before.

"The successful completion of these preliminary investigations on the mock-up painting was an important first step," Karen Trentelman, of the Getty Conservation Institute, said in a statement. "The results of these studies will enable us determine the best possible approach to employ in our planned upcoming study of the real Rembrandt painting."

This isn't the first time scientists have delved into Rembrandt's paintings. Previous research revealed why his art possesses such calming beauty, finding the artist may have pioneered a technique that guides the viewer's gaze around a portrait, creating a special narrative and "calmer" viewing experience. ?Essentially, the researchers found Rembrandt painted more detail in and around the eyes of his subjects, tapping into an innate human attraction to the face.

Turkey approves court reform, addressing Kurdish demand

ISTANBUL (Reuters) - Turkey's parliament passed a law late on Thursday allowing defendants to speak Kurdish in court, addressing a key demand of Kurdish politicians as Ankara seeks to advance peace talks with the jailed rebel leader of a 28-year-old insurgency.

Kurdish and nationalist deputies clashed verbally and nearly came to blows during a tense debate over a reform seen aimed at breaking a deadlock in trials of hundreds of people accused of links to the Kurdistan Workers Party (PKK) militant group.

Courts have rejected suspects' efforts to use Kurdish in defending against charges of membership in a PKK umbrella group. The new legislation will allow defendants to speak in their mother tongue, if they speak it better than they do Turkish.

The court defense reform was among the demands of hundreds of jailed PKK rebels who late last year staged a hunger strike which was ended by the intervention of their leader Abdullah Ocalan, in prison on the island of Imrali, south of Istanbul.

Ocalan's intervention is viewed as having paved the way for the government to launch peace talks with him, aimed at ending a conflict in which more than 40,000 people have been killed since his separatist guerrillas took up arms in 1984.

Intelligence agency officials have held talks with Ocalan, establishing a framework for a deal under which the PKK would stop fighting, withdraw from Turkish soil and disarm, according to media reports. In return, the government would carry out reforms boosting Kurdish minority rights.

Only Prime Minister Tayyip Erdogan and a few officials are believed to have first-hand knowledge of the peace framework. They have not disclosed details of it but have also not denied press reports on it reported by media close to the government.

With next year's local and presidential elections in mind, Erdogan is keen to keep the process under wraps due to fears of a nationalist backlash among voters and within the state apparatus against talks with a man reviled by most Turks.

VISIT TO OCALAN ON HOLD

Deputies from Erdogan's ruling AK Party and the pro-Kurdish Peace and Democracy Party (BDP) voted in favor of the new law, while other opposition deputies voted against.

However, the BDP was critical of the law's requirement that defendants speaking their mother tongue pay for a translator.

As part of efforts to initiate a peace process, Kurdish political leaders have also visited Ocalan. A second visit was expected this week but a verbal spat between them and the prime minister is believed to have delayed the talks.

Kurdish politician Ahmet Turk last week condemned attacks by Turkish warplanes on PKK targets in northern Iraq, drawing a strong rebuke from Erdogan who has vowed operations against the militants will continue until they put down their arms.

Despite the peace efforts, Erdogan has remained fierce in his public criticism of the BDP, accusing them of acting in line with the PKK, with whom they share the same grassroots support.

However Erdogan's appointment of a new interior minister, from Mardin in the mainly Kurdish southeast, in a cabinet reshuffle announced late on Thursday was viewed as a boost to the efforts to advance the process.

The outgoing nationalist interior minister was disliked by Kurds and the new minister's appointment might be a positive factor if he plays a more constructive role in the talks, said Finansbank chief economist Inan Demir, underlining the potential positive market impact of a resolution to the conflict.

"We think the successful resolution of Turkey's age-old Kurdish conflict could significantly reduce Turkey's risk premium and it would constitute the ultimate argument for re-rating Turkish economy and assets," Demir said.

The PKK, designated a terrorist group by Turkey, the United States and the European Union, seeks autonomy for the country's Kurdish minority, estimated to number some 15 million.

Erdogan's government has boosted Kurdish cultural and language rights since taking power a decade ago, but Kurdish politicians are seeking greater political reform, including steps towards autonomy for southeast Turkey.

NEW YORK (AP) ? Exxon has once again surpassed Apple as the world's most valuable company after the iPhone and iPad maker saw its stock price falter.

Apple Inc.'s stock has been on the decline since the company's quarterly earnings report Wednesday suggested that its fast growth phase, rare for a company of its size, may be coming to an end.

Apple's stock fell 2.6 percent to $438.76 in afternoon trading Friday for a market capitalization of $412 billion. That followed a 12 percent drop on Thursday, the biggest one-day percentage drop for the company since 2008.

Exxon Mobil Corp. gained 10 cents Friday to $91.45 for a market capitalization of $417 billion.

Apple first surpassed Exxon in the summer of 2011, displacing the oil company from a perch it had held since 2005. The two companies traded places through that fall, until Apple surpassed Exxon for good in early 2012 ? at least until Friday.

China's largest oil company, PetroChina, could lay claim to having hit a market capitalization even higher than either Exxon's or Apple's, but only based on prices on the Shanghai stock exchange, which is isolated from the rest of the financial world because of Chinese laws on foreign investment. PetroChina's shares also trade in Hong Kong and on the New York Stock Exchange. Based on prices there, its market capitalization never went as high as $500 billion.

Apple and Exxon are among only a half dozen U.S. companies to have ever reached $500 billion in market value. Apple and Microsoft Corp. are the only ones to have ever hit $600 billion.

Apple's stock price peaked in September at $705.07 on the day the iPhone 5 was released. Exxon, in the meantime, has been trading steady. Its business ? oil ? seems less prone to stock market ups and downs than the Cupertino, Calif.-based tech darling.

Exxon, which is based in Irving, Texas, set a record in 2008 for the highest quarterly earnings by any company. In the first nine months of 2012, Exxon earned nearly $35 billion, or 10 percent more than the same period in 2011, on revenue of $367 billion. Results for the fourth quarter are due Feb. 1.

Exxon, the biggest investor-owned energy company in the world, predicted in December that oil will continue to be the most important source of energy. That's because cars, trucks, airplanes, trains and ships will still depend heavily on oil-derived fuels such as gasoline and diesel.

This year, investors seem unforgiving with Apple, looking for perfection and punishing the stock for anything less. The company's stock price slipped below $500 for the first time last week, as investors saw signs that the iPhone 5 was falling behind competition from phones running Google's Android software, especially those from Samsung Electronics Co.

The latest quarterly report added to the concerns. Apple warned that its revenue growth, which had been running at a speed more reminiscent of promising startups than multi-national corporations, is slowing down considerably.

A big reason: It has been nearly three years since a new product has come from a company still seen as the embodiment of innovation. That last product, the iPad, came in 2010, when its CEO Steve Jobs was still alive. Some analysts question whether Apple can keep growing by just releasing new versions of its old products. The long-rumored Apple TV, is still just that, a rumor.

Letters of Alfred Russel Wallace Go Online

The near-complete archive allows the sometimes overlooked 19th-century naturalist to emerge from Darwin's shadow

Alfred Russel Wallace This portrait of Alfred Russel Wallace (1823?1913) was painted in 1923 by J. W. Beaufort. The Natural History Museum in London took it out of storage and unveiled it on 24 January to celebrate the 100th anniversary of the great naturalist's death. Image: Natural History Museum

Charles Darwin and Alfred Russel Wallace are credited for co-discovering evolution by natural selection in early 1858. But on one morning back in the summer of 1852, as Wallace had just finished his breakfast, evolution nearly went up in smoke.

Wallace was on a ship in the middle of the Atlantic Ocean, relaxing in his cabin, when the captain strolled in and announced, perhaps too calmly: ?I am afraid the ship's on fire. Come and see what you think of it."

Within a few hours, the vessel was on its side, engulfed in flames. Sitting in a small lifeboat 1,100 kilometers from land, with minimal supplies, Wallace almost fell victim to the very process he would later uncover ? what we would today call survival of the fittest.

Thankfully, after ten days, Wallace was rescued by the Jordeson, a brig running between the West Indies and London. On arriving back home, he was overjoyed, writing to a friend: ?Oh! Glorious day! ? Beef steaks and damson tart, a paradise for hungry sinners.?

This episode is just one of many to emerge from Wallace Letters Online, launched today on the website of the Natural History Museum in London. It is a project funded by the Andrew W. Mellon Foundation based in New York City to track down and digitize Wallace?s correspondence.

So far, the open-access database contains nearly 4,000 letters sent to and from the famous naturalist, or about 95% of his known surviving correspondence. The database is fully searchable and includes transcripts as well as scans of many of the letters. The launch of this database is part of Wallace100, a series of events celebrating Wallace?s life and work during the centenary of his death.

Darwin is so strongly associated with natural selection that Wallace is sometimes forgotten. However, with the launch of this database, scientists and historians can better understand the personal and scientific relationship between these two men. ?This is the first time that all of the Darwin and Wallace correspondence has been published in full,? says George Beccaloni, director of the project.

Shortly after the publication of Darwin?s On the Origin of Species in 1859, scientific debate turned to the problem of animal coloration: could natural selection explain the bright pigments observed in so many species? ?It was the test case of the new theory,? says Beccaloni.

Letters in the database address this, as well as topics as diverse as biogeography, socialism and phrenology. Currently, 60% of the letters have viewable images and 36% have transcripts. Over the next three years, the Natural History Museum intends to complete the transcripts, hiring two professional historians to produce scholarly annotations. ?The hope is that Wallace Letters Online will lead to a renaissance in research about Wallace,? says Beccaloni.

GOP senators will oppose Va electoral change

RICHMOND, Va. (AP) ? A Republican-backed bill to convert Virginia's winner-take-all method of apportioning presidential electors to one that awards electors one-by-one by congressional districts is likely doomed for the year.

At least two GOP state senators say they oppose the bill. That would leave it short of the majority it needs in a Virginia Senate where Democrats and Republicans hold 20 seats apiece.

Virginia's General Assembly is the first of several Republican-ruled legislatures from Wisconsin to Pennsylvania ? states President Barack Obama won last fall ? to address such legislation. Democrats denounce it as a Republican election-rigging scheme.

Republican Sen. Jill Vogel said she'd oppose the measure in a Senate committee Tuesday and on the floor should it get that far. GOP Sen. Ralph Smith of Roanoke also will oppose it.

Revealing How to become a Home Business Coach and Mentoring ...

How to become a ?Home Business Coach??involves success. Oliver Wendell Holmes after claimed, ?The greatest tragedy will not be the squander of all-natural assets, nevertheless the waste materials of human assets.? He pointed out that the Typical person goes to his grave together with his music still in him.

?

When you have a chunk of lead and gold every lying in a rubbish dump, then both have the similar worth. The main difference in price might be brought out provided that the gold is brought out and employed for its supposed function.

?

A human staying who?s got not but brought out his legitimate possibilities is comparable to gold while in the garbage. Each one of you is one of a kind in its development. God developed you totally unique from your neighbor. Look at this, no person can look just like you, no person may have the precise identical capabilities when you and no one can have identical babies when you. This means you have a little something special, which nobody else on this planet does. You might have skills and needs profound inside of you that no person else does. This particular present is God-given and it waits to get expressed and exposed to your complete entire world.

?

However, you really have to allow it. And that?s the most important difficulty. You don?t learn how.

?

You might be in which that you are today, or your functionality is what it is actually today as a consequence of many of the info you have collected during the decades major approximately it. You may be having difficulties financially, sulking in a poor relationship, beneath accomplishing at do the job or bombing in your house enterprise as a consequence of the influences you might have experienced in past times. Say you are driving from London to Paris and you also get lost halfway by way of. And you simply take place to pull right into a gas station and request for instructions for the attendant. He guides you as for each his very best judgment just for you to uncover soon after 2 additional hrs which you are even farther absent for the place.

?

Now, did you wish to be in that position? Not surprisingly, not! It is really just which you transpired to listen into the erroneous instructions. Equally, wherever that you are right now is because of what instructions were being presented for you up to now. However, if you can find the proper directions currently, you?re going to get on the correct vacation spot tomorrow. Jim Rohn puts it throughout nicely, ?If anyone is going down the incorrect highway, he won?t have to have inspiration to pace him up. What he requirements is schooling to show him around.? That sums it up.

?

Les Brown as soon as claimed one thing really distinctive.

?

He reported, ?The two most crucial times of your daily life are, 1st; the day you had been born, and second, the day you recognize the rationale why you were born.? Each and every human incorporates a creative power in him that needs to stake its existence worldwide, but it is around the individual to discover what it is actually. It is really like God wanting down at us and smiling, ?Its for me to learn and in your case to uncover out?. But as soon as you find out what it really is you were born for; what it?s which you possess within you; you will be just like a cheetah unleashed in to the wild. You may accumulate velocity like you?ve got under no circumstances regarded. You won?t quit right up until you may have fulfilled you goal. Now that?s what greatness is about.

?

The problem that faces the majority of us is usually that we don?t understand how to faucet into this significant reference within us. We?re not conscious that just letting our guard down, and inviting someone that can help you during the process can attract out our function. And these people that allow you to in revealing your self to you are termed as ?success coach? or mentors.

?

There are 2 methods to acquire along with an oak tree; possibly you could climb it or else you can sit on an acorn. Coaching and mentoring is for your previous. ?Whatever endeavor you will be involved in; whether or not its conventional business, a occupation or simply a home based business, a coach should help you dig in by yourself to discover your goal and then systematically break the goal down into bite-sized chunks for devouring in a step-by-step fashion. That?s what a coach does. The stating goes, ?Professionals have coaches, Amateurs you should not.? Why would you imagine is that? Would you feel Tiger Woods doesn?t know golf? What about Michael Jordan; won?t he understand how to play basketball? Then why do they have to have coaches?

?

Because an ?mlm coach?keeps them within the appropriate track all of the time, especially when temptations and lethargy creeps in. ? As a home-based business owner and mentor myself, I realize what it looks like to lots of of my fellow entrepreneurs that are struggling to discover the appropriate route. You are aware of wherever you should go, however , you do not know precisely tips on how to get there.

?

All you need is always that excess help to carry both hands and raise you up. And that is exactly what a mentor does. So make a decision now to have your self a mentor and realize that ?umph? during the triumph that you just so have earned. ?Bear in mind, ?Professionals have coaches, Amateurs don?t? ?God bless ?John Bino ParentsINCorporated.com ?Empowering people to generally be additional valuable to society?

Facebook preventing Twitter's Vine from finding friends

9 hrs.

Twitter's Vine officially launched on Thursday and things have already been fairly rough for the?new video-sharing service. First we noticed that it seems to lack any proper privacy settings or features and now it seems as if Facebook's preventing Vine from finding any friends.

As the Verge's Jeff Blagdon points out, some Twitter users are calling attention to an error message which appears when they attempt to find Facebook friends on Vine. "Vine is not authorized to make this Facebook request," the message explains.

We reached out to both Facebook and Twitter to find out more about this error message. A Twitter spokesperson responded with a polite message pointing us to a post on the official Facebook developers blog. (Yes, yes. This made us chuckle for a moment, too.)

In the blog post, Facebook's Justin Osofsky, director of platform partnerships and operations, clarifies some of the social network's platform policies.?He basically explains that most apps use Facebook's platform to give people an easy way to log into apps, easily share content and so on. But, he writes, there is a small number of apps which are "using Facebook to either replicate [its] functionality or bootstrap their growth in a way that creates little value for people on Facebook."

"[W]e?ve had policies against this that we are further clarifying today," he writes, linking to the social network's platform policies page, which explains why Vine's cut off:

Facebook Platform enables developers to build personalized, social experiences via the Graph API and related APIs. If you use any Facebook APIs to build personalized or social experiences, you must also enable people to easily share their experiences back with people on Facebook. [...]?You may not use Facebook Platform to promote, or to export user data to, a product or service that replicates a core Facebook product or service without our permission.

In other words: No, Vine. You can't make friends by leaning on Facebook.

Of course, this siliness?is just the latest skirmish in a long battle over "friends" between Facebook and Twitter.?Facebook blocked Twitter's access to the social network's in-app friend finder in mid-2010 and Twitter later killed Instagram's ability to find friends easily. (Instagram, as you may remember, is now owned by Facebook.

Guess it's Twitter's turn to do something again.

The JP Morgan "Whale" - Harvard Business Review

The apparition of 2008 returns once more. Two recently released JP Morgan Chase (JPM) reports on the causes of the "London Whale" trading losses raise important questions about whether financial service firms can exorcise the spectral issues which were so central to the financial crisis. They read as if JPM and a key headquarters unit ? the Chief Investment Office ? had not learned a single lesson from the meltdown four years ago. And unfortunately, they suggest that, in our huge, complex financial institutions, major failures of organizational discipline and major losses are likely to recur, despite greater attention to risk management.

These reports ? one from a company task force and a second from a review committee of the board ? were overshadowed by two items announced the same day: the related news that the bank board had slashed CEO Jamie Dimon's annual compensation in half ? from $23 million in 2011 to $11.5 million in 2012 ? because of his "Whale-related" failures, and that JPM had posted a record 2012 net income of $21.3 billion.

But the 129-page internal task force report is significant. It analyzes in some depth the personal and institutional reasons for the more than $6 billion loss in a credit derivatives portfolio traded, paradoxically, by the London branch of JPM's Chief Investment Office, a unit supposed to invest a pool of funds conservatively in order have liquidity to offset losses elsewhere. Led by Michael Cavanagh, co-Chief Executive Officer of the Corporate and Investment, the task force outlines a series of failures that echo those that beset financial sector creation of interconnected toxic assets in the past. And almost no one has focused on the relationship between JPM's problems, the past failings in the financial sector and the issues for the sector in the future.

These are not failures associated with well-considered and well-bounded risk taking. Everyone understands this kind of risk taking is core to any business (financial or industrial or consumer) and obviously will not always be crowned with success. Rather, they are blameworthy actions, involving culpability stemming from negligence or worse, and requiring, at the least, private sanctions (firings, demotions, clawbacks, pay cuts) and system remedies. Here is a brief summary of the findings:

London Office. The traders ? Bruno Iksil ("the Whale"), Javier Martin-Artajo and Achilles Macris (the boss) ? did not understand the complex trades, did not monitor them, doubled down when initial results were poor, did not listen to questions from the risk function and did not communicate the full extent of trading losses.

Headquarters of Chief Investment Office (CIO). Ina Drew, the head of the CIO, failed to review or monitor the trading strategy; failed to ensure that the risk and finance functions were providing appropriate oversight and control of the portfolio in question; did not appreciate the size, complexity, risk and magnitude of the issue in the first quarter of 2012 as conditions worsened; and as a result, gave misleadingly optimistic reports to JPM senior management until problems surfaced dramatically in April-May, 2012. The risk limits set were too vague and broad. And, the Value at Risk (VaR) model was badly flawed, understating risk.

Firm-Wide Functions and Leaders. Generally speaking, firm management did not ensure proper controls and oversight at CIO as its trades became more complex and risky. The company Chief Risk Officer (Barry Zubrow, until January 2012) and the CFO (Doug Braunstein, since replaced) bore significant responsibility for the inadequacies of the risk and finance functions inside CIO ? and for the failures of firm-wide risk and finance to spot trouble. CEO Dimon was criticized for failure to understand warning signs in a unit reporting directly to him (calling the trades "a tempest in a teapot" in an April analysts' call). Dimon himself ultimately said that "[t]hese were egregious mistakes. They were self-inflicted..." In short, there was not robust debate with the right facts at the right level about the portfolio risk.

The Board and the Risk Policy Committee. The board review committee exonerates the board and the Risk Policy committee from any culpability because "the information communicated to the Risk Policy Committee...did not suggest any significant problems in the CIO" until the issue began to break open in April, 2012." This conclusion is silly on its face because the review committee's report makes a number of recommendations of changed processes which are so basic that those proposals should be read as criticisms for past failures of the board and the Risk Committee. For example, the review committee says that the Risk Committee should: insist on better context when risk issues are presented; ensure that risk leaders are asked about what really bothers them; assess adequacy of risk resources in all units; conduct regular reviews ? and spend more personal time ? on the firm's compliance with risk protocols; ensure that the chief risk officers are truly independent and can challenge business decisions; and define more clearly the lines between the Risk and Audit Committees. Well, no duh.

Virtually every "cause" of the significant trading losses delineated by the internal JPM task force would have been found in earlier internal and independent reports about the sources of problems at many financial institutions during the credit crisis. In addition, the JPM task force does not address other key questions: Why did Dimon let the Chief Investment Office ? with the normal role of conservative capital management to offset losses elsewhere ? start this kind of speculative trading in the first place? Why were red flags ignored by senior managers in CIO and in the firm? How credible is the report's conclusion, without published analysis, that "the Firm's compensation did not unduly incentivize the trading activity that led to the losses"?

Moreover, JP Morgan Chase still has unfinished business with the regulators here and abroad on the trading fiasco. For example, the bank recently entered into a cease and desist order with the Federal Reserve and the Comptroller of the Currency (COC) to work out new regulator-approved processes relating to the issues about the board's role, risk management, finance and audit identified in the internal Task Force report. And questions of fraud in the London office and inadequate SEC disclosure by JPM are also being pursued by government investigators.

The crucial question raised by the Whale incident ? and by the delineation of causes in the internal report ? is whether these types of blameworthy acts, with significant consequences, are likely to recur in huge financial institutions because they simply cannot control important corporate or business units with significant capital at risk.

Are these acts likely to recur regardless of internal systems and process, and regardless of regulatory oversight?

The question has special salience because it happened at JP Morgan Chase, which had a reputation for careful risk management; because it happened right under the nose of Jamie Dimon, JPM's so-called "chief risk officer"; because it happened in a unit reporting directly to Dimon which was supposed to trade conservatively in order to have funds to offset poor bets elsewhere. The bank deserves credit for facing the trading problem forthrightly once it emerged unmistakably as a major issue: Dimon took blame; the company made public a reasonably critical internal report (even if key issues were not addressed); it set a good standard of accountability in using clawbacks and Dimon's comp reduction for those responsible (see my earlier blog posts ); and it has set forth paper remedies for the specific problems which will be refined with the Fed and the COC.

But, the fact remains: the Whale incident's replay of these fundamental, blameworthy acts ? which characterized the financial melt-down ? suggests a basic failing that may defy an effective remedy. This is why the Whale has significance beyond the particular losses and poses an enigma which business and government must ponder.

Police: DUI driver causes 15 crashes, hits cafe

By Gil Aegerter, Staff Writer, NBC News

Police say a 70-year-old man was driving drunk when he caused 15 car crashes near Atlanta -- one of them fatal -- before smashing his pickup truck into a restaurant.

Michael Owen Snider was charged with driving under the influence, vehicular homicide, serious injury by vehicle, following too closely and reckless driving, the Gwinnett Daily Post reported on its website, citing jail records.

The Post reported that authorities said Snider was driving a 2006 Ford Super Duty pickup on Wednesday evening when he caused five hit-and-run accidents in DeKalb County and about 10 more in Gwinnett County.

Authorities said he caused a five-vehicle chain-reaction pileup that killed?69-year-old Mintiwab Woldeyhans of Loganville.

Minutes later, authorities told the Post, he went off the road and smashed into Johnboy's Home Cooking restaurant along U.S. 78 in Snellville, northeast of Atlanta. He was taken to a hospital for treatment and was being held without bond.

SNOOZE: MICROSOFT IS RIGHT IN LINE - Business Insider

Verizon

This Tech Earnings Update is brought to you by Verizon.

Microsoft numbers are out!

Looks like everything is pretty much in line. Revenue was a touch light, but nothing to lose your mind over.

The stock is down ever so slightly after hours.

Here are the two big numbers:

  • Revenue: $21.46 billion vs. $21.53 billion expected
  • EPS: $0.76 vs. $0.75 expected

The Windows division posted adjusted non-GAAP revenue of $5.3 billion, which is an 11% increase on a year over year basis. Considering the entire consumer PC industry contracted during the quarter, 11% growth is pretty good.

On a call with Microsoft's IR manager, he explained the sales as such:

1. Channel dynamics, devices in the market

2. Surface sales

3. Retail sales quite good

4. Volume licenses

The Business division, which is home to Office had pretty tepid growth. Only 3% on a year over year basis as measured by non-GAAP. Recently, Office has been the engine for Microsoft. (Microsoft says it's pleased with the Business division and bookings are up double digits.)

Here's a look at each division's income and revenue:

Mars rover Opportunity now in 10th year

The older, smaller cousin of NASA's huge Mars rover Curiosity is quietly celebrating a big milestone Thursday ? nine years on the surface of the Red Planet.

NASA's Opportunity rover landed on Mars the night of Jan. 24, 2004 PST (just after midnight EST on Jan. 25), three weeks after its twin, Spirit, touched down. Spirit stopped operating in 2010, but Opportunity is still going strong, helping scientists better understand the Red Planet's wetter, warmer past.

"No one could've imagined how good the exploration and scientific discovery would be for this vehicle, looking from the perspective of nine years ago," said John Callas, Opportunity's project manager at NASA's Jet Propulsion Laboratory in Pasadena, Calif. "It's been a phenomenal accomplishment."

The headline-stealing Curiosity rover, for its part, touched down on Aug. 5, 2012, marking the next step in Mars exploration. The car-size Curiosity weighs about 1 ton ? five times more than either Spirit or Opportunity.

Long-lived rovers
Spirit and Opportunity were originally supposed to spend three months searching for evidence of past water activity on the Red Planet. The golf-cart-size robots found plenty of such signs at their separate landing sites, showing that Mars was not always the cold and arid planet we know today. [ Most Amazing Discoveries by Spirit and Opportunity ]

For example, in 2007 Spirit uncovered an ancient hydrothermal system in Gusev Crater, suggesting that two key ingredients for life as we know it ? liquid water and an energy source ? were both present in some parts of Mars long ago.

And Opportunity is currently inspecting clay deposits along the rim of Mars' huge Endeavour Crater. Clays form in relatively neutral (as opposed to acidic or basic) water, so the area may once have been capable of supporting primitive microbial life, researchers say.

"This is our first glimpse ever at conditions on ancient Mars that clearly show us a chemistry that would've been suitable for life at the Opportunity site," Opportunity principal investigator Steve Squyres, of Cornell University, said of the discovery at a conference last month.

The rovers rolled far beyond their 90-day warranties. Spirit finally stopped communicating with Earth in March 2010, after getting mired in soft sand and failing to maneuver into a position that would allow it to slant its solar panels toward the sun over the 2009-2010 Martian winter. NASA declared the rover dead in 2011.

But Opportunity keeps chugging along. It has put 22.03 miles (35.46 kilometers) on its odometer since landing on Mars ? just 1 mile (1.6 km) off the all-time record for most ground covered on the surface of another world. The Soviet Union's unmanned Lunokhod 2 rover holds that mark, traveling 23 miles (37 km) on the moon back in 1973.

The great engineering that allowed Spirit and Opportunity to keep roving for so long is a big part of the six-wheeled robots' legacy, mission team members say.

"These are magnificently designed machines," Callas told SPACE.com. "We really have greatly expanded the exploration envelope by having a vehicle that can not only last so long but stay in very good health over that time, such that we can continue exploring."

Still in good health
While Opportunity is showing signs of its advanced age, such as an arthritic robotic arm, the rover remains in good shape overall.

"Its health right now is miraculously good," Callas said.

Still, the rover team is treating every day as a gift at this point, knowing that Opportunity could conk out at pretty much any time. Indeed, the sun will rise one day without a message from Opportunity, and its handlers will have to face the rover's death and the end of an amazing mission.

"It's going to be hard; it'll be the end of a great era," Callas said. "But we'll have to remember that we've had such a good run."

Chameleon star baffles astronomers

Jan. 24, 2013 ? Pulsars ? tiny spinning stars, heavier than the sun and smaller than a city ? have puzzled scientists since they were discovered in 1967.

Now, new observations by an international team, including University of Vermont astrophysicist Joanna Rankin, make these bizarre stars even more puzzling.

The scientists identified a pulsar that is able to dramatically change the way in which it shines. In just a few seconds, the star can quiet its radio waves while at the same time it makes its X-ray emissions much brighter.

The research ?challenges all proposed pulsar emission theories,? the team writes in the Jan. 25 edition of the journal Science and reopens a decades-old debate about how these stars work.

Unexpected X-rays

Like the universe?s most powerful lighthouses, pulsars shine beams of radio waves and other radiation for trillions of miles. As these highly magnetized neutron stars rapidly rotate, a pair of beams sweeps by, appearing as flashes or pulses in telescopes on Earth.

Using a satellite X-ray telescope, coordinated with two radio telescopes on the ground, the team observed a pulsar that was previously known to flip on and off every few hours between strong (or ?bright?) radio emissions and weak (or ?quiet?) radio emissions.

Monitoring simultaneously in X-rays and radio waves, the team revealed that this pulsar exhibits the same behaviour, but in reverse, when observed at X-ray wavelengths.

This is the first time that a switching X-ray emission has been detected from a pulsar.

Flipping between these two extreme states ? one dominated by X-ray pulses, the other by a highly organized pattern of radio pulses ? ?was very surprising,? says Rankin.

?As well as brightening in the X-rays we discovered that the X-ray emission also shows pulses, something not seen when the radio emission is bright,? said Rankin, who spearheaded the radio observations. ?This was completely unexpected.?

No current model of pulsars is able to explain this switching behavior. All theories to date suggest that X-ray emissions would follow radio emissions. Instead, the new observations show the opposite. ?The basic physics of a pulsar have never been solved,? Rankin says.

Looking for the switch

The research was conceived by a small team then working at the University of Amsterdam, including UVM?s Rankin, who has studied this pulsar, known as PSR B0943+10, for more than a decade; Wim Hermsen from SRON, the Netherlands Institute for Space Research in Utrecht, and the lead author on the new paper; Ben Stappers from the University of Manchester, UK; and Geoff Wright from Sussex University, UK.

These researchers were joined by colleagues from institutions around the world to conduct simultaneous observations with the European Space Agency?s X-ray satellite, XMM-Newton, and two radio telescopes, the Giant Meter Wave Telescope (GMRT) in India and the Low Frequency Array (LOFAR) in the Netherlands, to reveal this pulsar?s so-far unique behavior.

?There is a general agreement about the origin of the radio emission from pulsars: it is caused by highly energetic electrons, positrons and ions moving along the field lines of the pulsar's magnetic field,? explains Wim Hermsen.

?How exactly the particles are stripped off the neutron star's surface and accelerated to such high energy, however, is still largely unclear,? he adds.

By studying the emission from the pulsar at different wavelengths, the team?s study had been designed to discover which of various possible physical processes take place in the vicinity of the magnetic poles of pulsars.

Instead of narrowing down the possible mechanisms suggested by theory, however, the results of the team?s observing campaign challenge all existing models for pulsar emission. Few astronomical objects are as baffling as pulsars, and despite nearly fifty years of study, they continue to defy theorists? best efforts.

Of the more than 2,000 pulsars discovered to date, a number of them have erratic behavior, with emissions that can become weak or disappear in a matter of seconds but then suddenly return minutes or hours later.

B0943+10 is one of these erratic stars. Discovered at Pushchino Radio Astronomical Observatory near Moscow, ?this star has two very different personalities,? that were uncovered by Svetlana Suleymanova in the 1980s, says Rankin.

?But we?re still in the dark about what causes this, and other pulsars, to switch modes,? Rankin says. ?We just don?t know.?

?But the fact that the pulsar keeps memory of its previous state and goes back to it,? says Hermsen, ?suggests that it must be something fundamental."

Recent studies indicate that the switch between ?radio-bright? and ?radio-quiet? states is correlated to the pulsar's dynamics. As pulsars rotate, their spinning period slows down gradually, and in some cases the slow-down process has been observed to accelerate and slow down again, in conjunction with the pulsar switching between bright and quiet states.

This correlation between a pulsar?s rotation and its emission has led astronomers to wonder about a connection between the star?s surface and the much-larger surrounding magnetosphere, which may extend up for 30,000 miles.

These new observations ?strongly suggest that a temporary ?hotspot? appears close to the pulsar?s magnetic pole which switches on and off with the change of state,? says Geoff Wright, one of the team?s astronomers from the University of Sussex.

But the new results also suggest that something in the whole magnetosphere is changing suddenly and not just at the poles or other hotspots. ?Something is happening globally,? Rankin says, across the whole star.

In order for the radio emission to vary so radically on the short timescales observed, the pulsar's global environment must undergo a very rapid ? and reversible ? transformation.

?If that is true, it means the entire magnetosphere is alive and connected in very important ways,? Rankin says, allowing a change in the pulsar?s basic mode of shining in about one second, less time than it takes it to spin once on its axis.

?Since the switch between a pulsar's bright and quiet states links phenomena that occur on local and global scales, a thorough understanding of this process could clarify several aspects of pulsar physics,? says Hermsen. ?Unfortunately, we have not yet been able to explain it.?

No model works

The team planned to search for the same pattern in X-rays that has been observed in radio waves ? to investigate what causes this switching behavior. They chose as their subject PSR B0943+10, a pulsar that is well known for its switching behavior at radio wavelengths and for its X-ray emission, which is brighter than might be expected for its age.

?Young pulsars shine brightly in X-rays because the surface of the neutron star is still very hot. But PSR B0943+10 is five million years old, which is relatively old for a pulsar: the neutron star's surface has cooled down by then,? explains Hermsen.

Astronomers know of only a handful of old pulsars that shine in X-rays and believe that this emission comes from the magnetic poles ? the sites on the neutron star's surface where the acceleration of charged particles is triggered. ?We think that, from the polar caps, accelerated particles either move outwards to the magnetosphere, where they produce radio emission, or inwards, bombarding the polar caps and creating X-ray-emitting hot-spots,? Hermsen adds.

There are two main models that describe these processes, depending on whether the electric and magnetic fields at play allow charged particles to escape freely from the neutron star's surface. In both cases, it has been argued that the emission of X-rays follows that of radio waves.

Monitoring the pulsar in X-rays and radio waves at the same time, the astronomers hoped to be able to discern between the two models.

?The X-ray emission of pulsar PSR B0943+10 beautifully mirrors the switches that are seen at radio wavelengths but, to our surprise, the correlation between these two emissions appears to be inverse: when the source is at its brightest in radio waves, it reaches its faintest in X-rays, and vice versa,? says Hermsen.

The new data also show that the source pulsates in X-rays only during the X-ray-bright phase ? which corresponds to the quiet state at radio wavelengths. During this phase, the X-ray emission appears to be the sum of two components: a pulsating component consisting of thermal X-rays, which is seen to switch off during the X-ray-quiet phase, and a persistent one consisting of non-thermal X-rays.

Neither of the leading models for pulsar emission predicts such behavior.

In the second half of 2013, the team plans to repeat the same study for another pulsar, PSR B1822+09, which exhibits similar radio emission properties but with a different geometry.

In the meantime, these observations will keep theoretical astrophysicists busy investigating possible physical mechanisms that could cause the sudden and drastic changes to the pulsar's entire magnetosphere and result in such a curious flip in how they shine.
